Would it be useful for dpkg to check for this and issue a warning if
it is started in a package management mode without /usr/local/sbin,
/usr/sbin and /sbin on the PATH ?

If so, would someone please reassign this bug to dpkg (and reopen it
if necessary).

'dpkg --search ldconfig' would tell you it's part of the ldso package.

Could you please check if you have '/sbin' and '/usr/sbin' in your PATH
for root? If not, add them and try again.
