If you want to build a low-cost system (on the order of 2.5k$), a system based on the Noname board is your best bet. The Cabriolet motherboard is a higher-end board that sells for around $4k.
Digital's web site in Germany also has information on the AXPpci 233XL which appears to be the motherboard that the Alpha XL 233 and Alpha XL 266 systems are based on. The funny thing is that the Alpha XL systems are not supposed to be able to run OSF/1. However, as the AXPpci233XL information indicates, there is OSF/1 available for the motherboard. This means that the SRM firmware must be available, too. That is, getting Linux/Alpha up and running should be relatively straight-forward for someone in the knows.
