What are you using to reolve addresses? Named, or hosts?
does an nslookup on 141.201.2.16 give you frosch's name?
This would probably not be a bug in who, as who just reads the utmp file,
and I would suspect either a config problem, or a problem with whatever's
writing the utmp file. in.rlogind, or in.telnetd.
If there's nothing wrong in the hosts file on dackal, and nslookup is
right, let me know, and I'll find something else to test it with.

I upgraded to libc-4.6.27-carl but a probably resolver-related problem
didn't go away:
who reports wrong hostnames.
Here is what I did:
I logged in from frosch.cosy.sbg.ac.at to dackel.cosy.sbg.ac.at
and issued "who" (I was logged in from baer.cosy.sbg.ac.at, too).
dackel and baer are Debian 0.93 systems, frosch is a sun sparc
running SunOS.
who displayed:
root@dackel:/tmp> who
chris ttyp0 Apr 23 19:09 (baer.cosy.sbg.ac)
chris ttyp1 Apr 23 19:18 (dackel.cosy.sbg.)
^^^^^^ should be frosch
