They are supposed to be moved if /usr is not readonly. But that is still 
open to discussion.

I hereby close this bug report as it is not a real bug report but a lot 
of suggestions that should have gone to the TeX maintainer by private 
mail. There is one real bug (no config script, no documentation on setup) 
which I will open as a new bug-reports.
