The textutils fmt(1) program seems to have problems.

ITEM This is a test of textutils fmt vs. elvis fmt. This is line 1.
This is line 2. Lines 2 and onwards are indented under the "This" in line 1. Now is the time for all good men to come to the aid of their linux system. The quick red linux system jumped over the lazy black dos system 1234567890 times. 0

Line 2 of that ITEM entry above was entered as one very long line.
I'll copy that ITEM entry down here and use textutils "fmt -70" on it:

123456789012345678901234567890123456789012345678901234567890123456789012345

I'll copy that initial ITEM entry down here and use elvis "fmt -70" on it:

123456789012345678901234567890123456789012345678901234567890123456789012345

Hmmmm.... There seems to be a boundary-condition issue in column 70
with that word "jumped".

Here's another test:

ITEM faf af af a f a f afafafaf
     af a f a fa f asfa fafafa faf af af af af a f af a fa f a f a f af a f a f a f afafakjfhakfhakfa f a fhafahfhalfhalfhlahflahflhalhflahflhalhflkah a falkfhal falkh af alkh fah fahlfh

OK, let's try textutils "fmt -70" on that, using textutils fmt:

123456789012345678901234567890123456789012345678901234567890123456789012345
ITEM faf af af a f a f afafafaf
af a f a fa f asfa fafafa faf af af af af a f af
     a fa f a f a f af a f a f a f afafakjfhakfhakfa f a
     fhafahfhalfhalfhlahflahflhalhflahflhalhflkah a falkfhal falkh
     af alkh fah fahlfh

OK, and let's try the same thing using elvis fmt:

123456789012345678901234567890123456789012345678901234567890123456789012345
ITEM faf af af a f a f afafafaf af a f a fa f asfa fafafa faf af af af
     af a f af a fa f a f a f af a f a f a f afafakjfhakfhakfa f a
     fhafahfhalfhalfhlahflahflhalhflahflhalhflkah a falkfhal falkh af
     alkh fah fahlfh

Hmmmmmm.... seems to be some sort of problem there.
