Until all of the bugs related to /etc/init.d scripts calling
/etc/init.d/functions are fixed, /etc/init.d/functions shouldn't
do anything (i.e., it should be an empty script). This will end
the problem with the arguments getting changed.
In addition, /etc/init.d/skeleton should remove the line that sources
/etc/init.d/functions so that future packages that use this file as a
starting point for /etc/init.d scripts don't source it.
