Fvwm creates /tmnp/fvwmrcXXXX while parsing the .fvwmrc file - but
it's owned by the person who's running fvwm, meaning that no two
people can run fvwm simultaneously.

I've had a look at this bug: its some pretty dire code in the section
the reads your .fvwmrc.

I submit the following patch to fix the problem.
