Sorry I didn't reply to this sooner. I didn't receive a copy of the
bug report originally, and I just noticed it while browsing the html
bug logs.
I'll try to have these problems fixed by the next release of w3-el.
For now, you can prevent the ftp by touching the file NOFTP in the
same directory as debian.rules.
