Not only getty sets the tty to mode 622 (Bug#1545).  MAKEDEV creates
/dev/tty[1-8] mode 622, and /dev/ttyS* mode 666.  I think permissions
should be more secure by default - you never know what is connected
to the serial ports on my machine...
