The preinst always kills xdm.
The postinst says "The next time you reboot the system, `xdm' will
automatically start." IMO it should start xdm immediately, especially
if it is upgrading an already installed xbase package. (I too often
forgot to restart xdm after upgrading xbase.)
If you believe that it is undesireable to always start xdm, the
postinst script could ask whether it should start xdm (and it could
show a note how to return to the original virtual console).
