Please delete /usr/lib/dpkg/methods/hd and all its contents.  This is
a leftover directory from something odd you've done (like manually
unpacking a tarfile containing obsolete installation methods).

/usr/lib/dpkg/methods/hd was included in one revision of the base
disks, but the dpkg preinst will remove the directory if it sees that
you are upgrading from a sufficiently early (pre-0.93.50) dpkg.

I'll close this bug report.  If there turns out to be some other route
for getting the spurious hd directory in /usr/lib/dpkg/methods then we
should reopen it and I'll write code for that into dpkg.  I don't
want to delete the directory unconditionally, because that seems like
asking for future problems.
