This is an addition to a bug report #1164 stating that
who --help
incorrectly references /etc/[w|u]tmp.

1. The man page for 'who' also says it uses /etc/utmp by default; this
is incorrect and needs to be changed.
2. 'who' may have another problem (I say 'may' because I'm not sure
it isn't pilot error):
When installing inn on my system a while ago, it seemed wise to make a
separate partition for /var. Most things seemed to go OK. But when I
run 'who' now, I get the message:
who: /var/adm/utmp: No such file or directory
That's true. utmp is certainly not in /var/adm. It is in /var/run,
which is exactly where the man pages for login and init say it ought to be.

Suggestion:
It may be that the file defaults need to be fixed in 3 places:
a) the help message for 'who'
b) the man page for 'who'
c) the executable for 'who'

A recompile with libc-4.6.26-6 or later is all that's required - the path
to utmp is taken from /usr/include/paths.h
