This is fixed with w3-el 2.2.22 -- I've simply removed the preinst.

I'm counting on two things here: it's been a while since the original
problem occurred.  And, the current emacs release seems to be very
happy with site-start.el in /etc rather than in
/usr/lib/emacs/site-lisp
