(ncurses-broken is not relevant here.)
The manpage for ncurses(3ncurses) doesn't say that you have to use
-I/usr/include/ncurses (and indeed, one should not need to).
I suggest the addition of a symlink:
root@chiark:~> cd /usr/include/
root@chiark:include> ln -s ncurses/term.h .
root@chiark:include>
