I don't have access to Debian packages at the moment, but I assume this
is in one of the base packages.

fdisk is installed in /usr/sbin/fdisk.  It should be in /sbin/fdisk, so
that it can be used in single user mode, or disaster recovery, when only
the root partition can be mounted.  It would be possible to boot via
floppies, of course, but that might be inconvenient.

Fdisk is in the miscutils package. I've already repaired this problem, and I
think I got the new package uploaded before our primary FTP site went down.
I'll check as soon as the FTP machine comes back up.
