============================== URUGUAY ============================== Uruguay, a small country lying on the east coast of South America, consists of low plains and plateaux. About 90% of the land is suitable for agriculture but only 10% is cultivated, the remainder being used to graze vast herds of cattle and sheep. Uruguay has only one major city, in which half the population live. The country has no mineral resources, oil or gas, but has built hydroelectric power stations. For beach holiday's the best time to visit is from December to April. The chilling winds of July and August make Montevideo uncomfortable and the beaches uninviting. Carnival is officially only on the Monday and Tuesday preceding Ash Wednesday but many offices close for the whole week, although all shops are open. Area (Sq.
