Travellers are advised to be extremely vigilant. Armed attacks and sexual assaults are common, especially around the major cities. Travelling in groups and with tour operators is safer than travelling alone, there is a constant threat of danger. An armed insurgency exists on Bougainville Island and travel to the Island is not normally allowed. The town of Rabaul in East New Britain was evacuated in September due to volcanic activity. Travel to Rabaul and the surrounding areas is restricted.
