TOPIC: Alien policy towards earth
Subtopic: Progress of contact

   People of the earth are becomming aware of the existence of intelligent
life capable of reaching their world . The various leaders are determined
to discredit our existence due to their desire to discover the methods of
propulsion and various other sciences and utilize them in a nonprogressive
manner. 
   It is against the primary purpose to allow such technology to be used
in the manner expected. From studies of their cultures it is apparent as
an example that technology which could reduce ecological suicide is being
suppressed, foodstuffs although plentiful are not allowed to be distributed
to those in greatest need, religious and political doctrine are not put
aside for the common good, subversion from all sides reduces trust and 
places peace at odds with daily policy, useful technology for humanity 
can therefore not include that which could be harmful to themselves but
if left unchecked could warrant complete containment of the earth species.
Additionally the ends they seek are to reduce the population in order
to reduce the strain on resources necessary for survival; means are the
use of media to instigate homosexual relationships, abortion, monetary
hardship, and war of biological types is and has been considered.
Other difficulties are the use of organized crime organizations to promote
these ativities . 
   It is a reccomendation that the leadership be ignored in terms of 
a dialogue contact until the people galvanize into action and deny the
media and officials position! Then when we can be assured of the ability
of the real public population to control such technology will it be 
to their advantage to contact them. After that it will be up to them 
as to whether they will use it for constructive or destructive uses, and
then and only then will it be necessary to consider taking it away for
their own good and severly limit their progress. Such progress should
they use it destructively or limit its use for the elite and continue
to suppress their people as they have even today when they have the
technical means to take care of their people will be tied to a long term
plan of restraint until they further evolve organtically. It is 
expected that the next step in evolution will develop a conscience of
a great enough magnitude where they will not have to be monitored and
restrained by us should they take the wrong path.
   They have the typical penchant for brainwashing themselves at the 
leadership level to imagine they will somehow overcome the uncomfortable
position of being technical inferiors to us and feel they may catch up and
stop contact. Apparently they really believe themselves, this blind
ambition is dangerous and permeates their decision making, it is what 
has gotten them into this brinksmanship with their most immediate 
most dangerous adversary which is the ecological time bomb they have 
created around themselves [pollution]. Even worse the people with the 
answers to their problems are being suppressed, many wonderfully simple
elegant solutions are known to them but because they can lose control 
of controlling the people to their own way of thinking they are never
used. They bear close watching!
