Here are the commands:

 +   : Slow Down Auto-Scroll
 -   : Speed Up Auto-Scroll
 P   : Pause Auto-Scroll
 M   : Switch Control to Manual
        Arrow Key Down : Go Down By One Line
        Page Down      : Go Down By One Page
        ESC            : Get Back Into Automatic Mode
 ESC : Exit

Well, I fixed one bug that I had with Viewer #2, that was the page down
problem.  Now you just have to press the Page Down key in Manual Mode to go
down by a page.  The "can't go upwards" problem is still persistent, but I
know how to fix it, the only problem is, that even though I know HOW to fix
it, Ill be having problems fixing it since it would require memory
manipulation (a domain in which I am very weak).  Well, Ill try to find a way
to fix it.  Hopefully, this problem will be gone in the next viewer.  Sorry.

I still maintain my promise to you people that I will create a VGA Viewer.
I just have to find myself a good VGA unit to do so.  I might also add in a
few gizmos in the future such as selected printing (print a section of the
magazine), or maybe, MAYBE if I figure it out (or if a DBE member knows how),
to throw in a MOD/S3M to be played in the background while reading the mag.
Now, wouldnt that be relaxing? :)
