Many time the price of video tapes is out of reach for the smaller department, either career or volunteer.  But by networking
with local area departments one central library may be developed by all parties pooling their monies or by each department
purchasing one tape annually and placing it in the library.  In order to catalog these videos and make the more available, without
burdening one fire department perhaps the local library could perform this function?
At a cost of $125-$500+ it does not make sense for one department to buy thousands of dollars worth of videos only to be used
once, or maybe twice, a year and then sit on the shelf.
