                       WELCOME TO MERIT BADGE TRACKER!

			 An OVERVIEW OF MERIT BADGE TRACKER

MERIT BADGE TRACKER is a menu driven program which stores valuable informa-
tion on Merit Badge Counselors and presents that information in various 
reports of use to the Council or District Advancement Committee during its 
operation.

Before any reports can be produced, the user must give MERIT BADGE TRACKER 
certain data to process. This input process starts by adding Counselor 
personalia to the Counselor dataset. It is continued by updating individual 
Counselor records with the specific Merit Badges and other skills that 
that specific Counselor is registered to counsel.

Depending upon the amount of data provided to MERIT BADGE TRACKER, MBTR will 
generate the following Counselor rosters:
   - All Counselors in System
   - All Verified Counselors
   - All Unverified Counselors
   - All Youth Protection Trained Counselors
   - All Counselors Needing Youth Protection Training
   - All Non-Restricted Counselors and the Badges They Counsel for All Units
   - Restricted Counselors for Specific Troops

MERIT BADGE TRACKER will prepare an individual Verification Letter for each 
counselor. Designed to be issued annually, the Verification Letter will serve 
as a means of verifying all personalia and Merit Badges counseled. 

Additionally, MERIT BADGE TRACKER will prepare mailing labels for: 
	 - All Counselors
	 - All Counselors Needing Youth Protection Training
	 - All Counselors Needing Verification
	 - Return Address Labels for Verification Maintenance

MERIT BADGE TRACKER requires 310K RAM and a hard disk system. MERIT BADGE 
TRACKER is designed to accommodate up to 9999 Counselors and an unlimited 
number of Merit Badges and Skills, although the actual limitation is more a 
matter of the storage medium used.

DEFINITION OF SHAREWARE

Shareware distribution gives users a chance to try software before buying it. 
If you try a Shareware program and continue using it, you are expected to 
register. Individual programs differ on details -- some request registration 
while others require it, some specify a maximum trial period. With regis-
tration, you get anything from the simple right to continue using the

1.0  SETTING UP MERIT BADGE TRACKER

1.0  System Considerations. MERIT BADGE TRACKER will operate better if your 
CONFIG.SYS file contains these commands:
		FILES = 20
		BUFFERS = 20
The PATH statement for a hard disk system need not include the MERIT BADGE 
TRACKER subdirectory, but may do so if that is your desire.

1.1  SETUP.EXE, included on the distribution diskette(s), is a program that 
MUST be run prior to attempting to run MERIT BADGE TRACKER. SETUP will ask 
you certain questions that it needs to build the various constants that will 
be referred to during the running of the MERIT BADGE TRACKER program.

1.2  Running SETUP.EXE. To invoke SETUP.EXE on a hard disk system, make sure 
that you in the appropriate sub-directory and type "SETUP <cr>".

1.3  Responding to SETUP. Install will ask you for your Council and District 
names. SETUP will then ask you to designate the drive designator (e.g., C, 
D, etc.) which will hold the program and data files and for the drive 
indicator (e.g., A, B, etc.) that will be used when backing up the system's 
data files. SETUP will then repeat the information you have typed in to 
insure that what you see is what you want. Type "Y" to accept the data or 
"N" to return SETUP to a place in the program where it will request the data 
again.

1.4  What is SETUP Doing?  All that SETUP is doing is creating a file 
[IDENT.MEM] that will be invoked during the running of MERIT BADGE TRACKER 
so the MERIT BADGE TRACKER will know where it is to operate and how to refer 
to your council, district, and unit.

2.0  USING MERIT BADGE TRACKER

2.1  Overview. This explanation of how MERIT BADGE TRACKER works will allow 
you, the User, to better use MERIT BADGE TRACKER and reap the most from its 
use. MERIT BADGE TRACKER consists of two datasets, COUNSELOR and BADGES. 
COUNSELOR is a table which contains the personalia of your Counselors; 
BADGES contains the Merit Badges and other Skills which you wish to track. 
To start MERIT BADGE TRACKER, be sure you are in the proper subdirectory and
enter "MBTR4" <enter>

2.2 The Master Menu. The first screen you see, when you activate MERIT BADGE 
TRACKER, is the program's Master Menu. From this screen, you may select any 
one of the various options available in MERIT BADGE TRACKER. On this Master 
Menu Screen you will, please, notice the message, 
		    "*** PRESS F1 KEY FOR ONLINE HELP ***".
Most of the explanations contained in this manual can be access through the 
On Line Help System.

2.3 Master Menu Options. From the Master Menu, you may access the following 
options: (These options are explained in complete detail in following 
sections.)

	Counselor. This is the opening option from which you may select to 
	Add, Edit, or Delete Counselors from the system.

	Badges. This is the opening option from which you may select to 
	Add, Edit or Delete Merit Badges or other skills in the System.

	Reports. This is the selection you will activate in order to produce 
	any of the printed reports or rosters from the data contained in 
	either COUNSELOR or BADGES.

	Labels. TROOP TRACKER will produce labels according to your instruc-
	tions.

	Data Maintenance. This option will begin the procedure by which MERIT 
	BADGE TRACKER will purge from your database all counselors who have 
	not responded to your Annual Verification attempts.

	Printer Select. This option is available to you for those times when 
	you need to change the printer definition that MERIT BADGE TRACKER 
	will use to its reports.

	Back Up Data. This option will initiate the MERIT BADGE TRACKER back 
	up functions.

3.0  COUNSELOR

3.1  Mechanics. With the MERIT BADGE TRACKER Master Menu on the screen, press 
the number "1" or use the cursor direction arrows to move the bar cursor to 
"COUNSELOR" and press Enter. You will be presented with a secondary menu in 
which you will have the options to "ADD A COUNSELOR"; "VIEW/EDIT COUNSELOR'S 
RECORD" ; "DELETE A COUNSELOR"; and, "RETURN TO MASTER MENU". As above, press 
the number preceding the desired option or move the cursor to the desired 
option and press "ENTER" to activate the option you desire.

3.2  TIP:  Throughout using MERIT BADGE TRACKER, keep the CAPS LOCK function 
of your computer ON; the reports produced will be more uniform if all letters 
are in upper case throughout. This is not, however, a requirement for enter-
ing data in any field as MERIT BADGE TRACKER converts data to upper case 
where that is REQUIRED.

3.3  Adding a Counselor to the database. Press "1" or move the cursor to 
"ADD A COUNSELOR" and press "Enter" to activate this option. The following is 
a discussion of the contents of the various fields in the COUNSELOR dataset. 

3.3.1 RECORD. This is a machine-generated field which simply tells you how 
many records are in your dataset.

3.3.2  DATE. This is a machine-generated field which simply tells you the 
date your machine believes it is. NOTE: It is important for your machine date 
to be correct. The date on which you enter a particular Counselor's data is 
moved to the DATE field of COUNSELOR.DBF.

3.3.3  FIRST NAME & INITIALS. Self explanatory. Up to 12 characters.

3.3.4  FAMILY [or LAST or SUR-] NAME. Self explanatory. Up to 15 Characters.
NOTE: These two fields are REQUIRED. Entering a BLANK in these fields will 
return you to the Master Menu Screen.

3.3.5  ADDRESS, CITY, STATE. Self explanatory. Up to 25, 15, and 2 charac-
ters, respectively.

3.3.6  ZIP, PLUS4, AREA CODE, TELEPHONE. Self explanatory. Notice that there 
is space for an office extension with the office telephone number. You are 
limited to 5,4,3, and 8 characters respectively. The extension will allow up 
to 5 characters.

3.3.7  UNIT TYPE and NUMBER. Enter the letter indicating whether the Counselor 
is associated with the Council (C), District (D), Scout Troop (T), Varsity 
Team (T), Explorer Post or Sea Scout Ship (E), or Cub Scout Pack (P). These 
fields should not be left blank as Merit Badge Counselors are, at the least, 
associated with the District in which they operate. NOTE: This is useful if, 
for example, you are logging a Counselor who will be participating only in 
District-sponsored Merit Badge Days. In this case, enter the letter "D" and 
your District number here and mark the record as restricted (see below). You 
may enter one letter in the Unit Type Field and up to 4 digits in the Unit 
Number field.

3.3.8  RESTRICTED (Y/N). This field allows you to mark this record if the 
Counselor has expressed a willingness to work only with a specific troop or 
only on District-level or Council-level Merit Badge training. (See NOTE, 
above.)

3.3.9  YOUTH PROTECTION TRAINED (Y/N). This field allows you to indicate 
whether the Counselor being added has or has not received BSA's Youth 
Protection training. This information is then tracked for a specific report.

3.3.10 Other Fields. In addition to the fields discussed above, MERIT BADGE 
TRACKER also enters data to additional fields in COUNSELOR, DATE, VERIFIED 
and PUBLISHED. DATE is taken from your computer's system clock and is the 
date on which you enter the Counselor into the system. VERIFIED is a 
housekeeping field which will keep track of whether or not MERIT BADGE 
TRACKER has issued a verification letter to this counselor and he/she has 
responded (discussed, in detail, below). PUBLISHED is another houselkeeping 
field which is used to keep track of whether or not the specific Counselor 
has been published in one or another of the systems reports.

3.3.11 Adding Merit Badges or Skills for a New Counselor.  When you add a 
new Counselor to the System, obviously, you want to then add the Merit Badges 
or Skills that this counselor is being registered to counsel. Upon completion 
of the last element in the Add Counselor Screen [YP (Y/N)], MERIT BADGE 
TRACKER will immediately take you to a display of the Merit Badges and Skills 
that are in the System. Marking each Badge or Skill for your new Counselor is 
accomplished as follows:

	1. Move the cursor to the desired badge;
	2. Press "Enter" to access the ADDRCD field;
	3. Press the letter "X" to mark that field;
	4. Press "Enter" to release that ADDRCD field.
Repeat these steps for all badges for which the Counselor is to be respon-
sible. Then, press "Esc"ape to transfer the badges into the BADGES dataset.

3.3.12 Duplication of Records Checking. Each time you enter a Counselor, 
MERIT BADGE TRACKER will check the new home telephone number against the 
existing database for an EXACT match on the telephone number and the 
Counselor's First Name. If a match is found, you will be so advised and 
asked whether to add the new record or not. A "Y"es response to this question 
will add the record; a "N"o response will abort the record added. NOTE: My 
recommendation is to NOT ADD the new record until you VIEW/EDIT the existing 
record to ensure against duplication.

3.4  Viewing/Editing Counselor Records

3.4.1 Mechanics of Viewing/Editing a Counselor's Record. Select the 
"COUNSELOR" option from the MERIT BADGE TRACKER Master Menu (or press "1") 
and the "VIEW/EDIT ..." option from the secondary menu (or press "2"). You 
will be presented with a choice of datasets to view/edit. If you select 
either the "ROSTER" or "BADGES COUNSELED" option, you will be asked to enter 
the name of the Counselor whose record you want to view/edit. After confirma-
tion, you will be presented with the appropriate dataset for processing. If 
you select the "BULK" option, you will be presented with the entire Counselor 
dataset, sorted by name, so that you can enter multiple changes.

3.4.2 Editing Counselor Personalia. After confirming the identification of 
the Counselor whose Roster data is to be edited, you will presented with a 
columnar listing of all of the data in the Counselor dataset for that speci-
fic Counselor. (Note: In the case of identical Last Names, you will see 
several lines of data, one line for each Counselor with the same last name. 
Please make sure you are on the correct line for the Counselor whose record 
you want to edit.) Using the Cursor Control arrows, move the cursor right or 
left to access the fields you desire to edit. Press return once to enter the 
field, make the changes desired, and press return again to complete the 
editing of that field. Once all desired changes have been made, press 
"Esc"cape to end the process. 

WARNING: DO NOT DELETE COUNSELORS FROM THIS MODULE; USE ONLY THE 
"DELETE COUNSELOR" OPTION FROM THE "COUNSELOR" SECONDARY MENU. Deleting a 
Counselor at this point will result in the Badges that that counselor is 
associated with remaining in the BADGES dataset. THIS IS NOT GOOD.

3.4.3 Adding Additional Merit Badges Counseled to a Specific Counselor. To 
add additional Merit Badges to a Counselor, select the "COUNSELOR" option 
from the MERIT BADGE TRACKER Master Menu and the "VIEW/EDIT" option from 
the secondary menu. At the prompt, enter the last name of the desired 
Counselor. Upon confirmation, you will be presented with a screen that has 
the Counselor's last name in the upper left corner of the screen and that 
Counselor's Member Number in the upper right hand corner. The "business" 
portion of the screen will show a three-column "list" with the following 
column headings: ADDRCD, MBRNR, and BADGE. 
	   MAKE SURE THAT YOUR COMPUTER IS SET TO "CAPS LOCK ON". 
Enter the Counselor's Member Number in the MBRNR column and the Badge Name 
in the BADGE column. If more than one badge is to be added, press the Down 
Arrow Cursor Control and repeat the process above. Continue adding Merit 
Badges/Skills as required. When you've added the last badge, press the "UP" 
arrow once to allow the sorting of the badges. Press "Esc"cape to end the 
process.

NOTE: When adding badges to the BADGES dataset, be sure that you are enter-
ing the correct name for the badge. Failure to do this will result in the 
erroneous entry forming a separate section when listings are printed.

3.4.4 Deleting Merit Badges from a Specific Counselor's List. To delete 
Merit Badges from a specific Counselor's list, select the "COUNSELOR" option 
from the MERIT BADGE TRACKER Master Menu and the "VIEW/EDIT" option from the 
secondary menu. At the prompt, enter the last name of the desired Counselor. 
Upon confirmation, you will be presented with a screen that has the 
Counselor's last name in the upper left corner of the screen. The "business" 
portion of the screen will show a three-column "list" with the Counselor's 
Member Number and his or her current badges listed in alphabetic order. 
Using the cursor control arrows on your keyboard, move down the list until 
the Badge to be deleted is highlighted. Press the "Delete" key on your 
keyboard. If more than one badge is to be deleted, press the Down Arrow 
Cursor Control and repeat the process above. Continue deleting Merit Badges 
as required. When you've marked the last badge for deletion, press "Esc"cape 
to end the process. MERIT BADGE TRACKER will remove all marked badges from 
the Badges dataset.

3.5.  Deleting a Counselor from MERIT BADGE TRACKER. 

3.5.1  Mechanics of Deleting a Counselor from the Counselor dataset. At the 
MERIT BADGE TRACKER Main Menu, select the "COUNSELOR" option. At the secon-
dary menu, select the "DELETE A COUNSELOR" option. You will be presented 
with a warning screen and, upon acknowledging the screen ("Press any Key to 
continue") you will be prompted to enter the last name of the Counselor to be 
deleted. The system will go to that record and verify that this is the 
individual you want out before proceeding. Upon verification, MERIT BADGE 
TRACKER will delete ALL references to that individual from the Badges 
Counseled dataset and the Counselor roster. 

WARNING: BE SURE THIS IS WHAT YOU WANT TO DO BEFORE YOU PROCEED TOO FAR INTO 
DELETE. ONE A COUNSELOR AND HIS OR HER BADGES ARE DELETED, THEY MUST BE RE-
ENTERED MANUALLY.

NOTE: If what is desired is to simply remove a particular Counselor from 
consideration by the Reports, Roster, Labels, or Verification Letter modules 
is what is desired, edit the Counselor's Roster data and change the value of 
the VERIFIED field from "T" to "F". To reinstate this Counselor, you may then 
edit the same field to reflect "T".

4.0 BADGES/SKILLS

4.1  Mechanics. At the MERIT BADGE TRACKER Master Menu, select the "BADGES" 
option (press "2" or use the cursor arrows). You will then be presented with 
a secondary menu from which you may elect to "ADD A MERIT BADGE", "EDIT A 
MERIT BADGE TITLE", or "DELETE A MERIT BADGE". 

4.2 Adding a Merit Badge or Skill to the Database. Select the "ADD MERIT 
BADGE" option at the secondary menu. You will be presented with a short 
explanatory screen and prompted for the title of the NEW addition to the Badges 
dataset. As you see on the screen, this new title is automatically assigned to 
the dataset as needing counselors.
TIP:  It is a this point in the program where you can add additional skills 
(such as languages for the Interpreter Strip, Counselors for the various 
religious medals, CPR, etc. ) which you have determined will be of use to the 
units you are serving.

4.3  Editing the Title of a Merit Badge or Skill Already in the Badge Dataset. 
Almost annually, Boy Scouts of America announces changes to the titles of a 
Merit Badge. MERIT BADGE TRACKER will allow you to access the Badges dataset 
and make these changes to all records containing the title to be changed. To 
change the title of one or more Badges or Skills, at the MERIT BADGE TRACKER 
Master Menu select the "BADGES" option and select the "EDIT MERIT BADGE TITLE" 
option at the secondary menu. You will be presented with an alphabetical 
listing of all badges and on-screen instructions. Once you have identified 
Badge title to be changed and designated the new title for each Badge, MERIT 
BADGE TRACKER will make the changes needed to all Counselors listings.

4.4. Deleting Merit Badge or Skills from the Badges Dataset. The Boy Scouts of 
America occasionally announces the discontinuance of a particular Merit Badge 
or you may want to remove from the dataset a skill which you have previously 
entered. To delete a record from the Badges dataset, at the MERIT BADGE 
TRACKER Master Menu select the "BADGES" option and select the "DELETE MERIT 
BADGE" option at the secondary menu. You will be presented with an alphabe-
tical listing of all badges and on-screen instructions. Once you have 
identified Badge title(s) to be deleted, MERIT BADGE TRACKER will make the 
changes needed to all Counselors listings.

5.0  PRINTING REPORTS

5.1 Mechanics. To select the "REPORTS" option from the Master Menu, press the 
number "3" or move the cursor to the "REPORTS" option and press "Enter". You 
will be presented with a secondary menu which offers the following options: 
(Each option is discussed below.)
			1 - ROSTER MENU
			2 - COUNSELOR LISTING FOR UNITS
			3 - SPECIAL PURPOSE CONTACT LIST
			4 - COUNSELOR DISTRIBUTION LIST
			5 - ANNUAL VERIFICATION LETTER
			6 - EDIT ANNUAL VERIFICATION LETTER
Select the desired option and press the number preceding that option or move 
the cursor to that option and press "Enter".

5.2  Rosters. Depending upon the amount of data available to the system, MERIT 
BADGE TRACKER has the capability of producing the following rosters:
	    - A Roster of All Counselors in System
	    - A Roster of All Verified Counselors
	    - A Roster of All Unverified Counselors
	    - A Roster of All Youth Protection Trained Counselors
	    - A Roster of All Counselors Needing Youth Protection Training
	    - A List of All Non-Restricted Counselors and the Badges they 
	    counsel
	    - A List of Restricted Counselors for Specific Troops 
	    - An Update List for either Restricted or Non-restricted Counselors, 
	    useful for publishing interim updates for units. 

5.2.1  Printing Rosters. MERIT BADGE TRACKER prepares rosters using embedded 
printer control characters to compress 132 columns of data onto a 57 line page. 
Each page of a roster is marked with a page number and the labels for columns 
are repeated on each page. At the MERIT BADGE TRACKER Master Menu, select the 
"REPORTS" option and then select the "ROSTER" option. From the Secondary menu, 
select the roster you wish to have printed. BEFORE DOING THIS, BE SURE THAT 
YOUR PRINTER IS POWERED UP, ONLINE AND HAS ENOUGH PAPER.

5.3  Printing Lists. MERIT BADGE TRACKER prepares a List of VERIFIED Counselors 
and Badges for distribution to all supported units. This list, sorted by Merit 
Badge or Skill and secondarily sorted within Badge or Skill by the Counselor's 
name, contains the counselor's name, home telephone number, city of residence, 
and associated unit. For those Councils or Districts which support a Restricted 
List concept, MERIT BADGE TRACKER prepares a List for a specified Troop of those 
Counselors which have designated themselves to be so restricted. Once you have 
published your list, you'll always have new Counselors registering. You can opt 
to publish only these new Counselors in an Additions List. These lists are 
printed in 80 columns onto a 57 line page. At the MERIT BADGE TRACKER Master 
Menu, select the "REPORTS" option and then select the List you wish to have 
printed. If you have selected the Restricted report, you will be prompted to 
enter the Troop Number of the unit required. BEFORE DOING THIS, BE SURE THAT 
YOUR PRINTER IS POWERED UP, ONLINE AND HAS ENOUGH PAPER.

6.0 LABELS

6.1 Printing Labels. MERIT BADGE TRACKER prepares is designed to produce labels 
using single column labels of the standard 3"X15/16" variety. To obtain labels, 
select the "LABELS" option from the MERIT BADGE TRACKER Master Menu and the 
desired type of label from the secondary menu. As with printing lists or 
rosters, BE SURE THAT YOUR PRINTER IS POWERED UP, ONLINE AND HAS ENOUGH LABELS.

7.0 ANNUAL VERIFICATION LETTER

7.1  MERIT BADGE TRACKER will prepare an annual verification letter to be mailed 
to each Counselor in the Counselor dataset. This Annual Verification Letter will 
ask each recipient to verify the data in your Counselor dataset and to reaffirm 
the Merit Badges of Skills that they are listed to be counseling. The letter 
is printed in 80 columns on a 57 line page. If a counselor has NO MORE that 
40 Badges/Skills associated with him or her, the letter will print on one page. 
Additional Badges or Skills (above 40 Badges/Skills) will spill over onto a 
second page.

7.2  Mechanics of Sending the Annual Verification Letter. At the MERIT BADGE 
TRACKER Master Menu select the "REPORTS" option, then select the "ANNUAL 
VERIFICATION" option from the secondary menu. Follow the on screen instructions 
as you create a "letterhead" for the verification letter and as you enter the 
name and return address of the volunteer who will actually be managing the 
verification process. Once MERIT BADGE TRACKER has prepared the Verification 
Letter for all of the Counselors in the Counselor dataset, it will automati-
cally change the verification status of all Counselors to "False" so that 
subsequent requests for Counselor Lists will only show "*** COUNSELOR 
NEEDED ***" for all Merit Badges or Skills. 

TIP: Schedule your Annual Verification process to occur immediately after the 
issuance of a Counselor List to all Units. This will allow you a reasonable 
period of time to edit the Counsel dataset for returning letters before need-
ing to reissue the Counselor List.

7.3  Labels for Non-Verified Counselors. Once the Annual Verification Letter 
has been produced, MERIT BADGE TRACKER will produce labels to use in sending 
the Annual Verification Letters. See Section 6, above, for Labels instructions.

8.0 DEFINING/REDEFINING PRINTER OPTIONS

8.1  MERIT BADGE TRACKER is designed to support 101 printers in the use of 
the embedded commands. In it's first use, MERIT BADGE TRACKER will ask you for 
the printer identification number for the printer which you intend to use with 
this system. To change your selection at a later time, select the "PRINTER" 
option form the MERIT BADGE TRACKER Main Menu. The various printers supported

9.0  BACKING UP MERIT BADGE/COUNSELOR DATA TO FLOPPY DISK

9.1  Backing up data is a procedure that is seldom appreciated until a tragic 
accident or electronic malfunction reminds people that they should have backed 
up. WE STRONGLY URGE YOU TO MAINTAIN SECURE COPIES OF ALL DATA. In fact, we 
recommend that you maintain a two or three tiered backup system so that you 
have a somewhat redundant backup disk collection.

9.2  Before invoking this module, please ensure that you have a blank, formatted 
diskette available. REMEMBER, write on the label before putting the label on 
the diskette.

9.3  Mechanics of Backing Up Data. To back up MERIT BADGE TRACKER data 
independently of your normal backup procedures, select the "BACKUP DATA" 
option from the MERIT BADGE TRACKER Master Menu and follow the on-screen

Appendix A - Setting Up Your Printer

MERIT BADGE TRACKER has been designed to work with the printers listed below. 
Upon running MERIT BADGE TRACKER for the first time, you will be asked to 
define the printer that you will be using with this program. Move the cursor 
to the printer you have and, then, press "Esc"ape. MERIT BADGE TRACKER will 
make the various codes that apply to your printer a part of its operating 
memory.

NOTE: If your specific printer is not listed below, consult your printer's 
User's Manual to determine which of the printers listed below are the printers 
that are compatible with your printer. Some trial and error testing will 
indicate which printer selection gives you the best results. 

Should you ever change your printer, select the menu option on the MERIT BADGE 
TRACKER Main Menu which allows you to change your printer and change your printer 
settings to the correct settings for your new printer.
