The following is information about the mysterious Win. 3.11 from MS.

Windows 3.11 is a 'Refresh' of Windows 3.1.  It's purpose was to be simply
a file/driver refresh and it will update the packaging for anti-piracy
measures.

There is no reason an existing Windows 3.1 customer would want to upgrade.
If existing Windows customers feel they need any of the updated files they
can download them from the MSDL (206-936-6735). The file name is
WW0981.EXE.

Microsoft also removed the Novell client requestor files. Customers can
still run Windows on Netware just fine and have ALL the files they need as
long as they have the Novell software. There is NO loss of functionality
and Windows continues to work just like it always has with NetWare.

Microsoft Windows 3.11 Now Available, Designed to Reduce Counterfeiting
	REDMOND, Wash - Feb. 15, 1994 - Microsoft Corporation today shipped
the Microsoft Windows operating system version 3.11, a refresh release of
Microsoft Windows 3.1 that implements packaging changes designed to reduce
software counterfeiting.  The release also includes updated device drivers
and a few minor code changes to address issues such as diskless workstation
support.  Most of the updated device drivers and code changes have been
previously available through online distribution and Microsoft Product
Support Services.  The refresh release product, which will continue to be
available as Microsoft Windows 3.1, contains no new features and will not
affect current users of Windows.

 KRNL386.EXE: Minimal changes were made to KRNL386.EXE to allow Windows 
 to more gracefully shut down after installing some third-party software 
 that calls for Windows to shut down before returning focus to 
 Program Manager.

 GDI.EXE: Changes were made to GDI.EXE to assist ISVs currently writing 
 graphics applications, especially those that call the "draw rectangle 
 function." This minimizes the number of API calls the programmer needs 
 to write and maximizes the system resources available when using graphics- 
 intensive applications.

 COMMDLG.DLL: Changes were may to COMMDLG.DLL to allow Windows-based 
 applications on diskless workstations to use common dialog boxes.

 PSCRIPT.DRV and UNIDRV.DLL: These files were updated to eliminate a font 
 enumeration conflict that occurred with many word processors when 
 60 or more fonts are used in a single document.

 VTDA.386: The updated VTDA.386 solves a very small percentage of 
 timer- related problems that occur when starting an MS-DOS-based 
 application under Windows on a Novell NetWare network.
