a draft.  It has been submitted so that others may utilize the
information in helping to meet the requirements of the Written
Injury and Illness Prevention Program required by Senate Bill 198
and the expanded General Industry Safety Order 3203.

                    HAZARDOUS MATERIAL WASTE


RESPONSIBILITY

     Facility supervisors are responsible for the removal and
     eventual disposal of all hazardous material waste located at
     the facility.


DEFINITIONS

     Extremely Hazardous Waste

     Any hazardous waste or combination of wastes which, if human
     exposure should occur, may result in death, disabling personal
     injury or serious illness caused by the hazard waste quantity,
     concentration, or chemical characteristics.

     Hazardous Waste

     Any waste or combination of wastes which may pose a potential
     hazard to human health or the environment when improperly
     treated, stored, transported, or disposed of.  This includes
     any substance that is corrosive, toxic, flammable, or is an
     irritant, such as acids, caustics, cyanides, waste oils,
     solvents, alkalis, paint thinners, process chemicals, battery
     acids, chemical cleaners, and sludges.

     Onsite Facility

     A hazardous waste facility at which a hazardous waste is
     produced and which is owned by, leased to, or under the
     control of the producer of the waste.

     Storage Facility

     A hazardous waste facility at which a hazardous waste is
     contained for periods greater than 96 hours at an offsite
     facility or for periods greater than 90 days at an onsite
     facility.

     Treatment

     Any method, technique, or process which changes the physical,
     chemical, or biological character or composition of any
     hazardous waste or any material contained therein, or removes
     or reduces its harmful properties or characteristics for any
     purpose.

     Waste

     Any material for which no use or reuse is intended and which
     is to be discarded or recycled.


PROCEDURE FOR HAZARDOUS WASTE DISPOSAL:

      1.  Supervisors should obtain an Environmental Protection
          Agency (EPA) facility identification number by calling
          the City's Hazardous and Toxic Material Unit at (213)
          237-1209.  Each location should have its own EPA
          identification number which must appear on the hazardous
          waste manifest.

      2.  Identify the waste.  Refer to Material Safety Data Sheets
          (MSDS) if necessary (see Chapter 15, HAZARD COMMUNICATION
          PROGRAM).

      3.  Store hazardous wastes in non-leaking containers with
          close-fitting lids.

      4.  Identify the contents of all containers storing hazardous
          wastes on the container label.   Also include the
          hazardous characteristics of the contents (refer to the
          MSDS) on the label.

      5.  Store hazardous waste containers in a properly identified
          collection area (the area should be fenced and proper
          signs should be posted.)

      6.  Keep a log of all hazardous waste, with the date the
          waste was placed in the hazardous waste collection area. 
          (The law prohibits storage of hazardous waste for longer
          than 90 days without a permit.)

      7.  Keep recyclable materials separate from non-recyclable
          ones.

      8.  Appropriate personal protection equipment shall be used
          when hazardous waste is handled.

      9.  When you are ready to dispose of the accumulated haz-
          ardous waste, prepare a manifest.  The blank manifest
          forms can be obtained by calling the EPA at (916) 324-
          1781.

     10.  Call the hazardous waste hauler to arrange for disposal. 
          The City has contracted with Containerized Chemical
          Disposal Co., which can be reached at (800) 233-3748 or
          (714) 625-6645.
