   This network was formed for three basic reasons:

            1- To provide information about electronic or technical
               subjects BY persons in their respective fields

            2- To solve problems either by providing the necessary
               information or the products to do so

            3- To provide an avenue for small to medium size electronic
               companies to offer their services and/or solutions

This Message Network is offered from the H.E.S. BBS in New Jersey to
other Computer Bulletin Boards anywhere in the world. Since the purpose of
this Net is to help people with electronic or technical questions or
problems, you should have some expertise in some area of electronics or
other technical area, although it is not a requirement.

HOW TO JOIN

Regional HUBS:

Fill out REGISTER.FRM file included in this archive. Upload it to my BBS as
a message any conference. Or you may FAX it or mail it in. Rules may be
issued in the future that you may have to accept, to continue to carry the
Network. BBS's may be removed at any time for any reason. Once you are
accepted in the Network, you must start to pull mail within one week and
you automatically become a member of the ETHICS COMMITTEE to assist in
Network issues.

Nodes:

Membership is strictly left up to the local BBS you want to pull mail from
although you must be first approved from the HomeBase BBS. Upload your
application via the any conference for official acceptance from the
HOMEBASE. You may also mail or Fax it. Upon acceptance, please arrange with
the local BBS SysOp to give you NETMAIL status so you may pull mail.

SET UP

Take a look at CONFERS.TXT which lists the current conferences available.
If you have a specific subject that is not listed, it can be if you tell
us! If you are accepted as a Regional HUB, you must carry all the
conferences and set all the limitations or configurations as listed in this
file. Nodes must do the same, except only carry the conferences they wish.

For WILDCAT! Sysops, if you do a Mail Download and extract CONTROL.DAT from
it, and place it in your directory specified in wcEHCO, setting up the
conferences with your BBS will be an easy matter. See your WILDCAT! manual
for further information.

Note: Make the conferences allow high ASCII characters for the Tag lines.
      If you hold down your ALT key and type the following numbers, you
      will create the correct characters:
       = 237   = 228   = 194   =239   = 236

Regional Hubs should pull mail at least four times per week, or as message
dictates. Any nodes that you may get, should pull mail at least twice
weekly. Anyone who does less, may not be interested enough in the Net and
probably should be dropped. This is up to you, especially with new nodes.
The only way for the Net to expand is for everyone to contribute on a
regular basis. Please help!

OPERATION

The success or failure of this Network obviously rests with the Sysops and
BBS's carrying it. Hopefully those who are accepted as Regional Hubs will
have the information or products available to them to help users who have
legitimate problems or needs. All member Bulletin Boards who offer products
or services should state their warranty & sales policies in a file made
available for download to anyone at anytime detailing these policies as
well as all the information about the business that is available. Any
postings in the Business Ads conference MUST contain the Company's name,
address, voice phone number and the complete sales and warranty policies on
the services or products offered. Any messages that lack any of the
aforementioned items shall be deleted by the Sysops. You may reference a
downloadable file that contains this info on all the member systems, or
attach it to each message.

Postings on this Net are restricted to the particular conference subject
matter or theme, NO EXCEPTIONS. If you think an additional conference
should be created, please ask. Postings are the personal opinions of the
originator and no one shall berate, defame, or otherwise damage the
character of
any person, BBS or any business. Any problems with anything associated this
NET or anyone on it, shall be posted in the ETHICS Conference. Common sense
shall rule.

**AT NO TIME ARE ORDERS FOR GOODS OR SERVICES TO BE CARRIED ON THE NET**

Arrangements for business deals must be done other than on this Network.
This Net was never, and will never be, an ordering facility between any
user or any company.

Remember, participation in this Net is dependant upon your cooperation and
adherence to these rules. You may be removed at any time for any reason
without recourse. Other than that, this can be a very productive and
enjoyable Net for us all.

IS TOSSED OR POSTED ON THEIR RESPECTIVE SYSTEMS.

or assist in the administration of this Net are welcomed.

Please use HELLO4.BBS or HELLO5N.BBS as one of your opening screens or at
least as one of your bulletins. You may use either one. Please adjust them
to reflect your name and system information where applicable. Do not use
them without first viewing them.
