The NSRA meets on the second Monday of the month at the Cy Tenny Club in 
West Peabody Massachusetts.  Doors open at 7:00pm and the meeting starts 
at 8:00pm. Our next scheduled meeting will be SEPTEMBER 19.

Field Day June 25-26

Come one come all to the annual 1994 NSRA Field Day. This national event 
takes place on the last full weekend of June, this year that's June 25th 
and 26th. We are fortunate to again be setting up at Historic Fort 
Pickering, Winter Island, Salem. 

This year we are doing something different. John Graves WB1EHL, Field Day 
Chairman, suggested we rent a Ryder truck for the weekend. This truck 
will be used to transport all of the Field Day gear and will also be used 
to house a station. 

Help is needed to load equipment into the truck on Friday afternoon and 
to begin set up on Saturday morning.  The more people that help out, the 
less work there is for each of us. 

We are still in need of laptop computers for logging, an all mode VHF/UHF 
radio, and possibly an R5 vertical. If you can help out in any way, 
please contact John Graves at 508-526-1400. John can also be reached on 
the 146.88, 145.47, or the 145.13 repeaters. 

Operating time is for 24 hours starting from 12 noon Saturday to 12 noon 
Sunday. To operate a station, simply put your name and times desired on 
the sign in sheet at the station you would like to operate. Remember, 
ANYONE can operate at Field Day.... even if you are not licensed!  

Food and refreshments will be provided by the NSRA for all participants. 
You are welcome to bring anything you wish to share. There will be plenty 
of room if you wish to camp out with us and bathroom and shower 
facilities are available.

The NSRA Newsletter is now available on the Internet. Simply FTP to 
oak.oakland.edu (using anonymous as your login name and your e-mail 
address as the password) and in the directory /pub/hamradio/docs/nsra you 
will find copies of the NSRA Newsletter 'Electronic Edition'.  

Back issues will soon be available at this FTP site. Thanks to Scott 
WY1Z, who maintains this ham radio archive, for setting this up for us.

Have a Great Summer!

As many of you already know, the NSRA traditionally takes the months of 
July and August off. Since many people go away during these months or are 
taking advantage of the nice weather in other ways, this usually works 
out great. The next club meeting (June 13) will be the last one until 
September. The NSRA Sunday evening NET will also follow this schedule and 
will return in September. 

Keep in mind that during these months, the NSRA doesn't 'shut down'. 
Please don't hesitate to contact any of the Directors or Trustees if you 
need their assistance. The monthly Saturday morning breakfast at Denny's 
in Danvers will continue. This takes place on the third Saturday of every 
month, the next one being June 18. And don't forget the Annual Summer 
Dinner at Fantasy Island on July 11.

Special Announcement - Bylaw Amendment Proposed

The following proposed amendment of the NSRA by-laws would make the 
'Membership Chairperson' a voting member of the Board of Directors. 
Currently this position has no vote on the Board. This amendment was 
brought up for a vote at the May club meeting and was tabled as some 
raised the issue that passing this amendment would create an even number 
of voting board members. 

In a further amendment, to this amendment, it has been proposed that the 
voting position of 'Past President' be removed, therefore leaving an odd 
number of voting Board members. This suggestion came after some 
discussion revealed that it's been nearly ten years since a past 
president of the organization has attended Board of Directors meetings to 
vote.  This motion has been approved by the Board of Directors and will 
now go to the general membership for approval. 

This vote will take place at the NSRA September 19th general meeting and 
requires a 2/3 vote of the members present to pass. Please be sure to 
attend this meeting to cast your vote in regards to this amendment.

It has been proposed that the By-laws of the North Shore Repeater 
Association be amended as follows:

Article III Government
        Paragraph 2 Board of Directors

        [After member at large, "Membership Chairperson", to be inserted.]

        Add Paragraph 8 Membership Chairperson

        The Board of Directors shall appoint a Membership Chairperson for         a term to be concurrent with the Associations fiscal year.  The
        Membership Chairperson shall be responsible for New Members;               shall actively solicit new members; shall send membership
        applications to all who request them either directly or through
        the Board of Directors.  All completed membership applications
        will be given to the Membership Chairperson who will maintain a log
        of submitted applications, and forward dues and applicable
        information to the treasurer.   The Membership Chairperson will
        send new members their membership card, access codes for the
        repeaters, Association Roster, and a copy of the Membership
        Handbook.  In conjunction with the treasurer, the Membership
        Chairperson will prepare and maintain the official Roster of the
        Association.

Lynn Politics delay tower permit

Recently, Ron Prendergast N1PQE, an NSRA member, applied for a permit to 
erect a tower in the city of Lynn. Ron submitted the plans for this 
project even supplying them with professional quality CAD drawings. A few 
days later he was notified that his request for the permit had been 
refused. The basis for this refusal had something to do with a supposed 
"35 foot height limit on dwellings". 

This all seams quite strange seeing that there are many towers in the 
city with permits that exceed Ron's tower height. Another thing to note 
is that this is an antenna support structure and not a 'dwelling'. Their 
reason for refusal seems quite suspicious. 

Many of you may remember the incident last year involving a CB'er from 
West Lynn who had been causing interference. Evidently, the city council 
took it upon themselves to order the tower  be taken down. Even though 
the CB'er didn't legally have to obey this order, he did take down the 
tower. Some think that this incident may have had an effect on the way 
the City of Lynn issues permits for antenna structures. 

After many futile attempts to secure a permit, and being told that he 
would have to pay a $300 hearing fee, Ron has finally been granted a 
hearing date at City Hall. Your support is needed and the Amateur 
community must do what they can to prevent this sort of thing from 
restricting an amateur radio operators ability to equip his station for 
world wide communications. Your presence at this hearing is very 
important.

Technician Class Update

The NSRA Technician License class is moving along nicely. There are 6 
students taking this class, which is held every Wednesday night at 
Peabody City Hall. A big 'thank you' goes out to Ed Walsh, K1BDZ, for 
allowing us to utilize his years of teaching experience by volunteering 
to instruct this class. We would also like to thank Peabodys' Civil 
Defense Director, Don McCaully, for providing us with the location for 
this class. Oh, and Don is also a student!

If you can help out in any way with this project, please contact Ed Walsh 
at 508-927-1179. Some assistance will be needed for the hands-on 
demonstrations that take place as part of the class agenda.

Silent Key

We are sorry to report that Henry Stanley, K1YBM, passed away on Monday 
April 25 at his home in Nashua, New Hampshire. Henry was a "Life Member" 
of the NSRA and was one of the original founding members of the 
organization.     His burial took place on Thursday, April 28, in Puritan 
Lawn Memorial Park, Peabody.  

He will be dearly missed by all who knew him.

DX News You Can Use

The items in this bulletin are courtesy of Steve, W9NUF, Bill, KG4GC,

YEMEN.  7O1AA was worked Wednesday on 14245 kHz at 1500z.

LIBYA.  A group led by JA2JPA plan to operate starting around June 10.  
It has been reported that equipment has been shipped to Libya and QSLs 
have been printed, though no call sign was mentioned. JA2JPA is currently 
in South America and is expected to return to Japan on June 
14.                    

GHANA.  9G1PW was worked on 21297 kHz at 1430z.  QSL via 
WB2YQH.                     

AFGHANISTAN.  YA/RW6AC checked into the 14226 DX net around 2345z. No 
documentation has been received for this operation.                    

IRAQ.  YI9CW has been quite active lately.  Check 18074 kHz between 1400 
and 1500z.                    

CAMBODIA.  XU7VK should remain active through February 1995.  Watch the 
usual DX frequencies.                    

KERGUELEN.  FT5XJ has been on 20 meter SSB this past week.  Listen 
between 14170 and 14200 kHz at around 1800z.          

TONGA. Paul, KK6H, is signing A35RK. Try 14023 kHz between 0000 and 
0400z, and 21024 kHz between 2100 and 2400z.                    

ANGOLA.  D2/HB9AMO is active and should remain so through 
July.                    

FRENCH POLYNESIA.  FO0MIZ is QRV until June 11 from the Marquesas. He was 
worked on 30 meters around 0430z.  QSL via JA1HGY.  FO0AKI is also active 
and has been worked on 40, 20 and 17 meters.  Check 14195 kHz at 
1100z.                    

SOLOMON ISLANDS.  Mako, JA1OEM, is on the air as H44/JA1OEM until June 
10.  Check 30 and 40 meters between 0715 and 0900z, and again from 1030 
and 1430.  He has also been on SSB from 1300 to 1345z between 3788 and 
3798 kHz. 

PACIFIC DXPEDITION.  Yarl, SM6FJY, leaves Angola on June 5 to embark on 
his Pacific tour.  The planned itinerary is as follows.  Mariana Islands, 
KH0, June 13 to 26.  Guam, KH2, June 27 to July 10.  Belau, KC6, July 11 
to 24.  After Belau, it is back to Angola until August 
18.                    

EGYPT.  Pavel, OK2FUN, signed SU1KR during the WPX contest last weekend.  
QSL via OK2EC.   

JORDAN.  Five British and one German operator are on from Jordan until 
June 27.  Activity is mainly on 6 meters, though some HF operating is 
planned.  QSL JY8ED via G3SED, JY8JH via G0JHC, JY8IC via GJ4ICD, JY8OX 
via G3KOX, JY8VA via DL7AV and JY8ZC via G4CCZ.  

MICRONESIA.  Six OKDXA members will have four stations up and running 
from June 8 to 17.  QSL V63AD, V63BC, V63FC, V63KW, V63SB and V63VA all 
via OKDXA, PO Box 88, Wellston OK 74881.          

SOUTH KOREA.  Harry, HL9HH/KJ6YR, is looking for 40 and 80 meter fills 
for Worked All States.  He operates between 1030 and 1200z daily.  On 40 
meters, he operates between 7002 and 7009 kHz looking for IN, MS, NM, ND, 
SD, and NE.  On 80 meters, he is on between 3502 and 3509 kHz, hunting 
IN, WI, MS, IA, ND, SD, and NE.  Skeds can be arranged via email to his 
Internet address:  hherr@emh.osan.af.mil. QSL via PSC 3 Box 3695, APO AP 
96266-3695.                    

GUANTANAMO BAY.  Bill, KQ4GC, will operate from the shack of KG4DX from 
June 10 through 16.  Possible call signs are KG4GC, KG4WW or KG4ZZ.  QSL 
via KQ4GC.

ARRL Replies to 'Vanity' Callsign Proposal

 The ARRL has filed reply comments in the FCC's proposal to institute a 
''vanity'' call sign program (in PR Docket 93-305).  The League said that 
the vast majority of the 109 comments filed on the proposal favored it, 
in general, with the major concerns being how to fairly administer it.  

There were fewer than five comments opposing the proposal and, while they 
made what the League called ''thoughtful and important points,'' they did 
not seem to represent more than a small minority opinion. 

The ARRL in its reply comments said that the issue of cost already had 
been settled, in that amateurs themselves would pay for the privilege of 
selecting a call sign.   

Regarding Silent Key call signs, the League said that by giving family 
members and clubs the first opportunity to apply for such call signs, 
''well known and respected'' amateurs' call signs could be preserved. 

The League said that a proposal by Frederick O. Maia, W5YI, to establish 
a ''Vanity Call Sign Administration'' program in the private sector, was 
not only not permitted within FCC's mandate from Congress, but would be 
cumbersome and bureaucratic, while adding no value for the applicant. 

The League urged the Commission to proceed with a Report and Order on the 
''vanity'' call sign proposal, incorporating the minor modifications 
suggested in the earlier ARRL comments.

Notes from the Editor

Greetings folks and thanks for reading the NSRA Newsletter. We hope you 
enjoyed this issue. I would also like to thank you for thinking of me at 
the April Elections, I am honored to be serving as your President. 

With the help of the new Board of Directors, I intend to really make a 
difference in the NSRA this year. In light of this new position and due 
to some very important committments in my life (called work, and baby) my 
free time is very limited lately and it doesn't look like things are 
going to change for a while. 

Lately, I have been forced to limit my participation in the organizations 
which I belong to, including the NSRA. This means making a decision as to 
what is more important. At this time I feel that being the clubs' 
president is the most important thing and I am therefore forced to hand 
over the reigns of Editor In Chief (grin) of the NSRA Newsletter. 

This doesn't mean I am just going to drop it in someone elses lap. I will 
continue to assist the new Editor by providing articles, bulletins, and 
ideas. What the NSRA needs now is for a talented person, or persons, to 
come forward and continue providing the Amateur Community with the 
quality publication that this has become. 

I will continue to arrange for electronic distribution of the newsletter 
to land-line BBS's, Packet, and the Internet as I have done for the past 
year. This form of distribution has given us national coverage, and 
recognition from many including ARRL Headquarters.

Volunteer Exams Committee is Formed!!

At the June 6 meeting of the Board of Directors, it was proposed that the 
NSRA form a VE committee and plan on administering Amateur Radio Exams in 
the North Shore area. The committee has been formed, and we already have 
4 VE's on the new committee. There are also plenty of VE's in the club. 

What is needed now is a 'take-charge' person to head up this effort and 
help build a successfull VE Team. We would like to give our first exams 
in late July or Early August. This would be in perfect time for the 
students just completing the NSRA's Technician Class in Peabody. 

NSRA VE sessions will better promote Amateur Radio and the NSRA on the 
North Shore. If you are interested in taking part in this very important

Why the 8 hour day?

The NSRA newsletter is now accepting advertising! To help offset the cost 
of production and distribution of this quarterly newsletter, and to 
better serve our membership, we are now accepting business card sized 
advertisements. 

The ads must be ham or electronic related or can be a professional ad 
from a club member. This newsletter has over 300 readers, based mostly on 
the North Shore. The North Shore Repeater Association is a nonprofit 
organization with many goals and principles, one of which is "To 
encourage participation in the Radio Amateur Civil Emergency Service 
(RACES), the Civil Defense organizations and any other nonprofit services 
where quality communications will result in benefits to the community and 
amateur radio."

The cost of a single (3.5" x 2") ad is as follows:

       Single issue $15
One year (4 issues) $50 

All our advertisers, who are not club members, will receive a copy of 
each newsletter in which their ad appears.
