To use FCONVST7.TOS click on icon, then give a name to the
destination file, like give it an extension .CON.  Then select the
source file.  Convert to ASCII when you have a program file to
convert to a packet transmittable form, to reconvert select
"binary".

The person decoding this traffic needs the identical program to
decode the file.
