The technology required to find and characterize Earth-like planets over moderate interstellar distances is 1) well beyond our current capabilities, but 2) utterly trivial compared to those required to make an interstellar voyage. In fact, NASA's current long term planning concept for the successor to the Space Telescope would have the capability of detecting Earth-like planets around nearby stars.
