Things may have changed, but last I knew the full tcsh source included bits of AT&T code (actually bit of the orignal csh code, which in turn contains bits of the UNIX Version VII (?) shell code). Therefore, not all the tcsh source if freely distributable, only the AT&T-free parts are. However, the good people who maintain it build it on many systems and put the binaries in the ftp directory, so you may be in luck that way.
