The file PHNLST.TXT is an ASCII file of about 1000 federal 
libraries. The file consists of: 

Code   Name of the agency/library                     phone number 
 
By "code" is meant OCLC three/four letter symbol.
Some abbreviation/truncation is used in the agency name field.
Where available, phone number includes area code. 
Phone numbers are not available for all libraries.

We use the file with the DOS FIND utility as an online rolodex.
