Summary:

The Windows NT Performance Monitor may show that the system is running
without any active applications, but is still using between 70 and 140
threads.

The majority of these threads are system threads; the exact number in
use depends on your system options. For example, you have
approximately 16 additional threads if you have active LAN Manager
server and workstation services.
