NORTH CAROLINA SELECTS FOUNDATION FOR COOPERATIVE PROCESSING TO IMPLEMENT
LONG-RANGE CLIENT/SERVER STRATEGY 

Andersen Consulting's FCP CASE tool to be used state-wide

CHICAGO, Oct. 2,1992 -- Andersen Consulting's FOUNDATION software
organization today announced that the State of North Carolina is using
Andersen's Foundation for Cooperative Processing (FCP) client/server CASE
tool to help spearhead a state-wide strategic initiative to advance the
quality of North Carolina's information technology infrastructure.

North Carolina initially has purchased $971,000 worth of FCP -- licensed
copies for 2,500 users, 200 local area networks (LANs) and 100 developers.
FCP's early success at North Carolina's Department of Transportation and
State Computer Center is encouraging its adoption as a de facto state-wide
standard and its implementation at many of North Carolina's 20 state
agencies.

and understands the critical role CASE tools can have in effectively
managing this massive development and restructuring effort," said Donald

edge technology -- particularly in telecommunications and central data

Andersen Consulting's FOUNDATION for Cooperative Processing is a leading
client/server CASE product that moves beyond development of graphical user
interfaces and supports the construction of enterprise-wide client/server
information systems. Its powerful features -- such as distribution
services, data translation and data routing -- shield developers from the
complex communications tasks required for developing systems that share
processing and data across servers and workstations.

"FCP is a key element in North Carolina's strategy to develop advanced
client/server systems, which are instrumental to state agencies becoming
more cost-effective, efficient and responsive," said Tom Runkle, deputy
state controller for information resource management. "Rewriting our
information systems is a major challenge -- one which is undertaken only
once every 20 years. We want to implement the most advanced technology
available, and using FCP we can build in the power and flexibility to
carry us into the next century."

The State of North Carolina plans to replace several large aging systems
with client/server systems. Initial pilot projects at the Department of
Transportation and State Computer Center have been so successful that
other state agencies will be using FCP as well.

"Every hour we think of another application for FCP," said Runkle. "The
only thing holding us back is getting developers up to speed on the new
technology."

The Department of Transportation is using FCP to develop a system that
automates management of the state's road construction program, tracking
all repairs, estimates, payments and testing for 77,000 miles of road in
the State of North Carolina. The new Construction Management System
includes more than 140 workstations running the custom application, while
simultaneously accessing and updating a central mainframe and running PC
spread sheet and word processing applications.

According to Steve Arrants, MIS director of the Department of
Transportation for the State of North Carolina, recent North Carolina
legislation mandates four-lane roadways within 10 miles of every citizen.
"The Department of Transportation system has to be particularly flexible,
because we expect workload volume to more than double during the next five
years."

North Carolina's State Computer Center is developing an FCP application to
replace the front-end of its mini-computer-based state-wide accounting
system, which is 25 years old. The new system will link workstations via
LANs in more than 40 state organizations, some of which process 100,000
transactions per month.

Andersen Consulting's Foundation organization is a leading vendor of CASE
software for cooperative processing and client/server applications.
FOUNDATION for Cooperative Processing was introduced in January 1991 and
is being used in strategic development projects at more than 50 sites,
including Florida Power Corp., Mortgage Guarantee Insurance Corp. and
Caterpillar Inc.
