This Document Contains The MorrisNet/2! Acceptable Use Policies and
prescribes conduct for users, moderators, and sysops on the Network.

For the Policies and Rules pertaining to MorrisNet/2 Administration,
see NETRULES.TXT.



SECTION 1
-> Rules And Policies for Users

All Users Are To Adhere to The Following Rules While Reading/Posting
In The Message Conferences:

1.      These Rules are basic guidelines for all users and sysops while
        reading or posting on the network message conferences.  Rules
        are to be enforced by the Moderators, and Moderators may choose
        to modify the rules as per their wishes.

        The #1 Rule, therefore, of posting in conferences, is to Follow
        The Rules of The Moderator.  The Moderator makes most final
        decisions in all matters pertaining to his or her conference.  
        If you feel a Moderator has made an error in his judgement, or 
        has not looked at all the circumstances, you may appeal to the 
        Chief Moderator or discuss with the Moderator via PRIVATE NETMAIL or
        in the User-To-Moderator (USER2MOD) Conference ONLY.  All Messages
        Disputing a Moderation are OFF TOPIC in any other conference besides
        USER2MOD.

2.      Conference Names are a general guideline to topics that are allowed
        in each conference.  If a conference name seems ambiguous, please
        read the extended description.  Off-Topic messages are frowned upon
        because they increase network traffic and do little to contribute
        to the content of each conference.

3.      Users are responsible for their own words.  Users are not to use
        Any Foul, abusive, profane, or other remarks deemed "indecent" by
        The administration will not be tolerated in any conference.  
        This is The Only Rule which receives NO WARNING NOTICE.  1st offense 
        receives an OFFICIAL MODERATION, 2nd offense results in a 30 Day Suspension 
        from all network functions (including Messaging, BRE, and Gopher File
        Requesting).  This language is also not permitted in the BRE message
        Area, nor in Private Netmail.  

        "Blocked Out" Letters Are Acceptable, Unless Moderators Say Otherwise.

        Users receiving Private Netmail which they find foul, abusive, or 
        profane in nature are urged to forward this message to the Chief
        Moderator.  The Chief Moderator will then pursue the offender.

4.      Quoting Should be Limited to "jog the memory" of the recipient of
        your message.  Usually, double quoting is not necessary (IE, Quoting
        the portion the recipient of your message quoted.)  If you find
        this necessary, please do something like this...

        RC> I prefer Telix over PC+ because... <blah, blah, blah>

        A Moderator will tell you if he/she feels that you are doing too
        much quoting.  If you are told, please cut down on your quoting.  It
        Will not be an OFFICIAL MODERATION, but just a suggestion.  If you
        Do Not cut down your quoting, you will be reminded again.  Note that
        Moderator's can make overquoting an offense (even though it isn't one
        according to the general guidelines) and suspend you from the echo
        for it.  Always remember that its just annoying to other users.

5.      The Sequence of Reprimands follows that listed in Section 2,
        Rules for Moderators.  See Section 2, Rule 2 for the Sequence
        of Reprimands.

6.      ANSI Characters and High Order ASCII are allowed in all conferences,
        However, some software will not handle such characters and may be
        stripped during Network transfers.

7.      Tagline Length May Be As Long As Your Offline Mail Reader Allows.
        For people manually adding taglines, no longer than 79 characters
        is suggested (one line.)  Signature length may be up to 5 lines
        with High Order ASCII and ANSI characters allowed.  If asked to 
        cut down sig length by moderators, please do so.  Remember that
        long winded signatures are annoying to all users/sysops. A signature
        should include at least your name.  Here is an acceptable Sample
        sig.

        Other Network Addresses (Fido, Internet, RIME...)

8.      Please don't preach.  You can debate, but do not FORCE your opinions
        On other people.  Doing this will soon find you on many people's
        TWIT Lists (Mail Readers can filter through messages and delete any
        from a specific user, to a user, or by subject.)  If the Moderator
        starts wanting to put you in his or her twit list, be sure that 
        he/she may advise administrative action be taken against you, 
        including but not limited to Conference Suspension, Conference 
        Expulsion, or even Full Network Suspension.

9.      Moderators have supreme power in their conferences.  Only the 
        Chief Moderator(s) or Administration may overturn a Moderator decision.
        Your Sysop is bound by all Administrative Decisions and Network Rules.

10.     No Pornographic, Obscene, Offensive, HPAV, Commercial, Or Illegal Texts
        Can Be Made Available for Request or Requested through the MorrisNet
        Gopher File Request System.  This policy is STRICLTY Enforced By
        MNET/2 officials.  Any System found with these files available for
        request will be asked to remove them, or drop out of the file request 
        network.  You may have these files on your bbs, just not available for
        File Requesting.
       
11.     Have Fun... MorrisNet/2! is provided as a Service and as Entertainment
        for any interested parties by the Morris County BBS Users Group.  There
        Is NO Morris County Only requirement.


SECTION 2
-> Rules For Moderators.


1.      Enforce the Rules.  That is your job as a moderator.  Any Moderator
        who does not enforce at least the network rules will be promptly
        removed from service.  It is your option as a moderator to modify
        the network rules in your conference.

2.      Follow The "Sequence of Reprimands" listed below.  Use the form 
        Letters for OFFICIAL MODERATIONS only.

        1st Offense:  Gentle Reminder from Moderator
        2nd Offense:  Warning Message
        3rd Offense:  OFFICIAL MODERATION MESSAGE
                        - Includes Notice of Pending Administrative Action
                        - Carbon Copy Sent To Chief Moderator
        
        4th Offense:  OFFICIAL MODERATION MESSAGE
                        - Includes Notice Of Suggested Reprimand
                        - Carbon Copy Sent to Chief Moderator
                        - Chief Moderator Decides on Adminsistrative Action
                           - Up to 60 Days Suspension from Conference
                           - Up to 30 Days Suspension from All Message Areas
                           - Up to 10 Days Full Network Suspension
        
        5th Offense:  OFFICIAL MODERATION MESSAGE
                        - Includes Notice of Conference Suspension
                        - Carbon Copy Sent to Chief Moderator
                        - Chief Moderator & Admin Decide on Action
                           - Up to 90 Days Suspension from Conference
                           - Possible Ban From Conference
                           - Up to 60 Days Suspension from All Message Areas
                           - Up to 30 Days Full Network Suspension
        
        6th Offense:  OFFICIAL ADMINISTRATIVE ACTION MESSAGE
                        - Includes Notice Of Conference Expulsion
                        - Carbon Copy to Chief Moderator, Moderators, & Sysops
                        - Chief Moderator & Admin Decide on Action
                           - Ban From Conference (Conference Expulsion)
                           - Up to 90 Days Suspension from All Message Areas
                           - Up to 90 Days Full Network Suspension
                           - Possible Network-Wide Expulsion
                                - Name in Net-Exp File (BADNAMES.LST)        

        Further Offenses Result In Immediate Network-Wide Expulsion.

        The Sequence of Reprimands for Foul Language Offenses:

        1st Offense:  OFFICIAL MODERATION MESSAGE
                        - Includes Notice of 10 Day Conference Suspension
                        - Includes Notice of Possible Further Action
                        - Suggestion of "Blocking Out" Letters
                        - Carbon Copy to Chief Moderator
        
        2nd Offense:  OFFICIAL MODERATION MESSAGE
                        - Includes Notice of 30 Day Conference Suspension
                        - Up to 60 Days Message Area Suspension
                        - Up to 10 Days Full Network Suspension
                        - Carbon Copy to Chief Moderator
        
        3rd Offense:  OFFICIAL ADMINISTRATIVE ACTION MESSAGE
                        - Includes Notice of Conference Expulsion
                        - Up to 120 Days Message Area Suspension
                        - Up to 60 Days Full Network Suspension
                        - Carbon Copy to ALL Moderators & Sysops

        4th Offense:  OFFICIAL ADMINISTRATIVE ACTION MESSAGE
                        - Includes Notice of Full Message Area Expulsion
                        - Up to 120 Days Full Network Suspension
                        - Possible Network-Wide Expulsion
                            - Name In Net-Exp File (BADNAMES.LST)
                        - Carbon Copy to ALL Moderators & Sysops

        Further Offenses (If Not Yet Expulsory Action) Will Result In
        Full Network Wide Expulsion, and name in BADNAMES.LST.

        Moderation form letters are at the end of this section.

3.      You have supreme rule in your conference.  Your decisions will
        usually be upheld by the administration or chief moderator (or both).
        However, if the users have a complaint, they are to discuss 
        moderations and complaints in the USER2MOD conference only.

        If a decision is overturned or modified by the Chief Moderator or
        The Administration, you are BOUND BY THE NEW DECISION, and must 
        uphold it or resign as moderator.  It is your job to uphold the 
        decisions of the administration and Chief Moderator.

4.      Ensure that messages are contributing to the overall information
        flow of the network.  Messages that are off-topic or trashy do
        little or nothing for the overall content of the network.  Any
        message which you find off-topic or "stupid" should be moderated.

5.      Be Moderate.  Don't be tyrannical.  You can be removed if enough 
        complaints to remove you exist.  (Not just irate users who disagree
        with a decision, but multiple requests.  Administration will monitor
        a conference when the moderator is in question.)

6.      BE AN ACTIVE POSTER!! You must be active in a conference to 
        moderate it.  You should know something about the topic.  Above 
        all, you are not there just to send warnings and moderations.  You
        should contribute to the conference.



SECTION 3
->Rules For Sysops

1.       Your System Must Carry At LEAST these Message Conferences:

         MNET_NEWS    - (Read Only to Users) News from Admin *
         MNET_GEN     - General Required. User 2 User. *
         MNET_SUGG    - User-Admin Interaction *
         MNET_USER2MOD- Users To Moderators. Discussion On Moderations HERE! *
         MNET_STAFF   - Staffers: Moderators, Sysops, Admin, etc. *

         * Denotes Required Conference. MUST Be on All Systems.

2.      Your System Must be available for Netmail and Echomail transfers
        at the specified Mail Hour. 

3.      Your system need not be a 24-Hour BBS.  Your System need not
        be In Morris County, NJ.  MorrisNet systems can be anywhere in the
        world.  Your System need not be approved by the Morris County
        BBS Users Group to join the network.

4.      You are Bound by the Rules of the Administration.  If a user
        is suspended, you MUST suspend his network access.

5.      Do Not Attempt to Administrate the Network or moderate conferences
        yourself.

6.      You are allowed to vote in all topics up for SYSOP Votes.  If it is
        an all out vote, all users and sysops may vote.

7.      You must be active in your board.  Do not be an "Invisible Sysop".


8.      You Must Follow All Rules In The Other Sections of The MorrisNet/2!
        Rules.
