Ruler is a measuring utility useful for making window
layouts easier during programming.

* You can move the ruler around by holding down the left mouse
button and dragging the window.

* Double clicking the left mouse button will toggle the
horizontal/vertical orientation of the ruler.

* Pressing the right mouse button will bring up the menu.

* You can select the desired ruler units. The hiEnglish, loEnglish,
hiMetric, loMetric, text, and twips selection correspond to the
different measuring units used with the Windows function SetMapMode().
The dlgUnits option corresponds to dialog box units and are used for laying
out dialog boxes. These units would be passed to the MapDialogRect() function.
This unit is based on the font used to create the dialog box.

* You can change the color of the ruler by choosing the color
menu option.

* The minimize option will minimize the ruler window.

* All ruler settings will be saved on exit.
