
                         Echo Moderator Guidelines
                             Approved 08/13/94

    Moderators are the people that oversee EchoMail conferences and direct
their content.  A moderator should be very interested in the topic of the
echo he/she presides over and should be a SysOp or User in good standing of
an active FishNet Node.  Moderators can ask to be appointed to oversee an
echo, or can be asked to moderate one.  Moderator appointment is done by
FishNet International HQ.

Moderator Responsibilities:
   - Define the rules for an echo:
        1. Messages must comply with FishNet Policy.
        2. Requirements for reading/posting (age, gender, etc.)
        3. Anything else deemed necessary by the moderator.  (Moderators
           should write up a copy of the rules for their echo and NetMail
           them to Don Johnson (21:21/1) who will post them monthly.)
   - Keep the echo on-topic and active.
   - Keep the echo following the defined rules of the echo and FishNet
     Policy.

Moderator Powers:
   - In cases where the moderator needs to inform a user that they have
     broken one of the defined rules for their EchoMail sub, the moderator
     can take the following actions:
        1. NetMail the offending user with a copy of the offending message
           and inform them of the offense and ask them to discontinue the
           behavior.  Send a copy of the message to the SysOp to inform
           him/her of the action taken.
        2. NetMail the SysOp of the offending user with a copy of the
           offending message and inform them of the offense and ask them to
           ask the user to discontinue the behavior.  Send a copy of the
           message to the Net Administrator to inform him/her of the action
           taken.
        3. NetMail the SysOp of the node from which the offending messages
           are originating and ask them to revoke the offending user's
           access to the echo.  Send a copy of the message to the Net
           Administrator to inform her/him of the action taken.
        4. NetMail the Net Administrator and ask him/her to discontinue the
           echo feed to the offending node.  Send a copy of the message to
           the Regional Administrator to inform her/him of the action taken.
        5. NetMail the Regional Administrator of the offenses and of the
           actions taken and ask for a review of the procedure involved.
   - If a moderator does not follow through with their responsibilities, or
     acts unjustly, they can be asked to step down from moderating.
   - The moderator does NOT own the echo.  The echo is the property of
     FishNet International.
