AB OBJECTIVE: This study was aimed to develop a network of social services
for people with AIDS (PWAs) and their families among medical and social
service organizations including 1) HIV/AIDS Counselling Clinics 2)
Provincial hospitals and 3) Provincial Social Welfare Offices in 12
selected provinces. METHOD: The project started in July 1992 by
brainstroming among experts in the field of medical and social services
involved in AIDS. A manual on social work with HIV/AIDS was developed.
Social workers from 3 participating organizations in each of the 12
provinces were trained and assigned to coordinate their services for
PWAs and families. Performance activity from each organization was
reported on a monthly basis. After implementation for 6 months, social
workers were invited to participate in a meeting to evaluate the
project. The results and recommendations of the project were reported to
health and social services administrators to launch long term on-going
services. RESULT: Regarding the problems of PWAs and families, provision
of social services can be categorized into 3 areas: 1) psychological and
emotional support 2) social and financial support and 3) referrals for
cases which problems could not be solved. The project provided support
for 3,107 PWAs. Of this number, 68.2% were counselling, 28.6% were
financial, and the rest were referral and other support. DISCUSSION AND
CONCLUSION: Social services for PWAs and families are necessary and can
be integrated into existing infrastructures. However, administrators
should allocate more resources to help PWAs. Social workers in relevant
agencies should be trained to understand the importance and the ways to
       provide and coordinate appropriate services.
