
                              Evaporation ii


In 1991, the unthinkable happened: the Soviet government - that inevitable,
glorious and invincible experiment in kindness - simply evaporated.  Prior
to its evaporation, it was un-American to imagine such a possibility - we
were not permitted to entertain the American defense industry's worst
nightmare.  But, it happened.  The evaporation gave rise to two reactions:
one, those living in the former empire were free to rise up and begin
settling the score after 75 years of oppression and two, American banks and
the federal government rushed in with $50 billion (and counting) in aid in
an attempt to pull the necessary evil empire back together again.

The first reaction accounts for the civil strife and chaos of which we are
told about one twentieth of.  The second reaction accounts for the plane
loads of cash leaving Moscow destined for bank accounts in Switzerland,
Panama, and Hong Kong - controlled by Russian bureaucrats and American bank
officers who authorized loans to the failed Soviets.  Why else do American
bankers loan your money to foreign nations?  These foreign nations are
controlled by corrupt politicians who agree to kick back 20% of the loan
proceeds to American bank officers.  If the politicians are not willing to
do so, they are soon deposed or assassinated and replaced by politicians
approved by American bank officers.

The evaporation created two major problems: what is to be done with the
property formerly "owned" by the failed Soviet government and the disbanded
communist party - and who will pay to the Western banks and governments the
$100 - $200 billion debt incurred by the nonexistent Soviet government?

I raise these issues - not for the sake of an idle inquiry, but - because I
regard the Soviet Evaporation as prelude for the American Evaporation.  The
collapse that we are all expecting and that portends more certain with each
week, will be similar to the Soviet collapse.  There will be two major
differences, however: there will be far less violence here (Americans are
far less aware of their oppression than are the Russians) and there will be
no foreign power to come in and attempt to pull things back together again
(all foreign powers will evaporate with or before the American evaporation). 
By American evaporation, I mean the evaporation of the federal government
and many of the state governments - maybe all of them.  This evaporation
will manifest itself as governments run out of money to pay their employees
with.  First, we will see small lay-offs of government employees, then we
will see labor strikes and walkouts; and, finally, as the Federal Reserve
unit goes to zero, governments will have nothing to pay their police,
bureaucrats and judges: no one will show up for "work".  With no one to do
the "work" of government, it will simply disappear, or evaporate.

What, then, shall we do with the property formerly "owned" by these
governments?  Is there precedent for such a situation?  Yes, there is.  In
the common law, the king could create corporations or franchises.  If the
corporation misused its charter, the king, thru quo warranto, had the right
to annihilate the charter and cause the property in the corporation to
forfeit.  At the American Revolution, sovereignty passed from the King to
the American people.  The Revolution made most Americans sovereigns.  In
their capacity as "We the People...and our Posterity," they created state
and federal governments - generally known as corporations.  Have American
governments been true to their original purpose?  There are thousands - if
not millions - of reasons to support the charge that American governments
have misused their charters.  What do you suppose we should do next?  Ah! 
If you cannot guess, read this paragraph again.

When evaporation ii occurs, there will be pockets of violence and chaos all
over the country - but to a much lesser degree than in the rest of the
world.  To minimize or prevent these consequences, we have founded a
company, styled We the People...and our Posterity.  Its name was chosen with
good cause: We the People... ordained and established all American
governments - only they can lawfully annihilate the charters of rogue
governments and take back the property thereof.  If we wish to minimize the
disruptions and disasters that Evaporation ii will set loose, we have to
begin now to:
     1.   lay our claim to the property that will soon lay "ownerless" and
          provide for its management or disposal,
     2.   provide an alternative for the courts that will soon be
          unauthorized,
     3.   guard our liberties - that have been left unguarded within our
          memories,
     4.   right the wrongs done by our pretended agents, and
     5.   hunt to the ends of the earth those who have betrayed us.

Regarding the last two items, We... will provide a remedy for those who have
been wrongly prosecuted by government: those who have had their liberty or
property wrongly taken from them.  We... will ask these people to document
their injury and, with our satisfaction, we will attach their claim onto the
property soon to be under our control.  Then, to provide additional property
for the claims of those wronged and to send a message to all who follow us,
We... will hunt to the ends of the earth those who have stolen our property
and liberty.  Some may think this last measure to be vindictive.  This is a
most gentle response to such an objective: who are we to tell those who have
been wronged that they shall have no recourse, that they must suffer in
silence - and alone?  Haven't we had enough?
