                                    Chapter 1

                      SUMMARY EXPLANATION OF GOVERN - U.S.



          

               GOVERN - U.S. is a software package for writing to
               representatives of the U.S. Federal Government.
               The name of the program is derived from two
               elements: "GOVERN" refers to our special, database
               retrieval program; and "U.S." refers to the
               particular database of governmental
               representatives which is provided with this
               version.  Hereafter, the program will be referred
               to simply as GOVERN. The program provides an
               extensive database of all of the principal
               representatives in the three branches of the
               federal government of the United States of
               America: i.e., the Congress, the Executive Branch,
               and the Judiciary. GOVERN makes it easy to find
               and select the representatives with whom you
               desire to communicate, and it automates the
               addressing and printing of your letters and
               envelopes.  Because the program is designed to
               work with your existing word processor, it is easy
               to learn and convenient to use. 

               We believe that this is an important program and
               should become a standard part of your basic,
               communications utilities to be used both as an
               individual citizen and as a member of a profession
               or other special interest group(s) to which you
               belong.  By reading this introductory Summary and
               by some trial and error on your computer, it will
               take about 45 minutes to learn the program. 

               The database of representatives is up-dated
               frequently, and it is revised completely at the
               end of the year and after national elections.  You
               will want to keep that timing in mind to determine
               if the version which you possess is current.  That
               can be done by observing, on the diskette, the
               date on the database file called US.DB.

               This particular copy of GOVERN is a Basic Version
               of the program, and it is distributed on a
               shareware basis.  Our objective is to introduce
               you to the program and to encourage your
               involvement in the political process by making it
               easy to communicate your ideas and opinions to the
               proper people.  No warranty is provided with this
               copy.  We encourage you to make unmodified copies
               and give them to others.  If you use this program
               and believe that it is worthwhile, we request that
               you obtain a registered copy, which is an Expanded
               Version of the program with its enhanced sorting
               routines, expanded databases, and the most current
               listing of representatives.  Also, registration
               qualifies you for participating in the Royalty
               Trust. The fee for registration is $28. For
               registered users, subsequent revisions of the
               databases are reduced by 50% of the current list
               fee.  For details, see the Registration Section on
               page 11. Please note that your name and address
               and all correspondences with us are confidential;
               we do not sell, give, or in any way distribute the
               identities of our registrants. 

               The GOVERN package contains 7 files, 4 of which
               are essential to operate the program.  These files
               are briefly described below.  By understanding the
               essential files and how they operate, you will
               understand how to work the program. 

               1 - US.DB contains the names, addresses, district
               numbers, and other parameters of the members of
               the U.S. House of Representatives, the Senate, the
               major Executive offices, and the Supreme Court.
               There are about 600 citations in all.  Because
               this file is specifically structured for retrieval
               by our system, DO NOT MODIFY IT IN ANY WAY.

               2 - LETTER.FIL is a sample file which demonstrates
               how to construct a letter and envelope, using your
               own word processor.  To examine its contents, type
               this file from you DOS or retrieve it with your
               word processor.  Constructing a LETTER.FIL is
               fairly straight-forward, however, you must use the
               specialized <tagnames> which are required by the
               GOVERN program to retrieve the names, addresses,
               and other parameters of the representatives. 
               Because you use your own word processor in making
               the LETTER.FIL and the SEARCH.FIL, these routines
               should be familiar and easy.  One important

               proviso: If your word processor does not code in
               true ASCII but rather uses special bits to format
               files, then you must print your word processor
               file to an ASCII file before GOVERN can process
               it; and that also applies to the SEARCH.FIL. See
               the instruction manual of your word processor for
               the procedures to convert to an ASCII file. 

               3 - SEARCH.FIL is a sample of how you would
               construct a file in which you specify the desired
               representatives to whom you are sending your
               letter.  Type this file from your DOS to view its
               contents.  Note the command statement at the very
               top:

                               .pick. US.DB IDCode

          

               This tells the program to pick, from the US.DB
               file, the IDCodes which are specified below that
               command line. 

               4 - GOVERN.EXE is the program which integrates
               your LETTER.FIL and your SEARCH.FIL with the US.DB
               to produce the final results.  When you execute
               the command GOVERN, the program searches the US.DB
               for the records which you have specified in the
               SEARCH.FIL. When a matching record is found, the
               program uses that information to replace the
               "tagnames" where you have put them in your
               LETTER.FIL. Your letter is then displayed and/or
               sent to your printer or a disk file. 

               5 - NICE.EXE is an optional utility which can be
               use to clean-up certain artifacts in letter.files
               and search.files which some word processors
               generate when they convert your file to ASCII.

               6 - MANUAL is the particular file in which you are
               now.  It explains the program and includes an
               index of the representatives.  It also explains
               the procedures for registration. 

               7 - README.1ST file is a brief introduction.

          1.1 BASIC PROCEDURES AND ROUTINES



          STEP 1 - INSTALLING THE PROGRAM
          -------------------------------

               First, do the standard procedures for installing
               any new software: make a back-up and/or working
               copy of the disks; and if you have a hard disk,
               create a directory called GOVERN and transfer the
               files to it.

          

          STEP 2 - TO EXERCISE THE BASIC COMMAND ROUTINES
          ------------------------------------------------

               With your computer logged to the program disk or
               directory, type and send the following command:

                                     GOVERN

               This executes the GOVERN.EXE program; and you will
               see a display of the command syntax for the
               program, including the various printing options. 
               Whenever confused or in doubt, you can always send
               that command and these instructions will be
               displayed.



          STEP 3 - TO EXERCISE A COMPLETE SET OF COMMANDS
          -----------------------------------------------

               Next, run the program, using the sample templates
               which we have provided.  Type the command:

                         GOVERN  LETTER.FIL  SEARCH.FIL

               You will see GOVERN searching the database for the
               specified individuals and parameter, all of which
               are defined in the SEARCH.FIL. When a match is
               found, the parameters or <tagnames>, which are
               defined in the LETTER.FIL, are filled, and the
               letter is printed to your screen. 

               If either step 2 or 3 cannot be made to function,
               then there has been an error in transcribing your
               copy.

          STEP 4 - TO CONSTRUCT YOUR FIRST SEARCH.FIL
          -------------------------------------------

               Now, proceed to make a "search.fil", which will be
               one of your basic utilities.  In the Index of
               Representatives (See page 28), find the IDCodes of
               your particular representatives.  Both the
               President and the Vice President are your
               representatives; also both of the Senators from
               your state belong to you.  Your member of the
               House of Representatives is defined by your

               district number 1. Take those 5 IDCodes and, with
               your own word processor, make a file called:
               SEARCHMY.US. With the exception of the particular
               IDCodes, your search file should look something
               like the example below:


                    .pick. US.DB IDCode

                    E-VP
                    S-CA-AC
                    S-CA-PW
                    E-CA-RVD

               (If your word processor does not code in true
               ASCII, then print it to a new, temporary file
               using your ASCII convertion routine, and rename
               that file back to SEARCHMY.US.)

               Now, to check the construction of your
               SEARCHMY.US, send the command:

                         GOVERN  LETTER.FIL  SEARCHMY.US

               That command tells GOVERN.EXE to do the following:
               first, using the SEARCHMY.US commands, "pick" from
               the US.DB database, using the IDCode field, those
               records which have the idcodes which you have
               listed below the command line; and then, using the
               LETTER.FIL, GOVERN fills in the <tagnames> which
               you have specified, and it prints your letter
               accordingly. 

               As the program runs, you should see the sample
               LETTER.FIL displayed on your screen with them
               addressed to your particular representatives.  If
               it does not work, you have made some error, either
               in how you structured SEARCHMY.US, or, you may
               have placed SEARCHMY.US on a disk that you did not
               define.  Usually, the error messages will tell you
               what is wrong.  If you had to used the ASCII
               conversion routine above, then another possible
               error might be an incomplete conversion that
               introduces occult characters.  To eliminate them,
               run the file through our utility called NICE.EXE
               as follows:

                         NICE  SEARCHMY.US  SEARCHMY.TEM

               Then, rename the SEARCHMY.TEM back to SEARCHMY.US;
               and try again the full command: GOVERN LETTER.FIL
               SEARCHMY.US.



          STEP 5 - TO SEND A REAL COMMUNICATION.
          -------------------------------------

               Assuming that step 4 works properly, you are now
               ready to send a real communication.  With your
               word processor, retrieve the utility file called
               LETTER.1. Type in your letter head.  Adjust the
               <tagnames> as desired, but be sure to leave all of
               the <tagnames> which you want because GOVERN needs
               those to know what you want from the database and
               where you want it.  If you are using a window
               envelope, adjust the <tagnames> to the proper
               positions. 

               If you intend to use a regular envelope, then use

               the utility file which we have provided and which
               is called ENVELOPE.1. Adjust the envelope
               <tagnames> to your specifications. 

               You are now ready to run the program.  To test
               your constructions, type the following command:

                          GOVERN  LETTER.1  SEARCHMY.US
                                       and
                         GOVERN  ENVELOPE.1  SEARCHMY.US

               The letters will be displayed on the console.  To
               look at them carefully, use your pause control, or
               use GOVERN'S pause control, in which case the
               command would be:

                        GOVERN  LETTER.1  SEARCHMY.US /W

               If that does not look correct, make the necessary
               changes in those files, and test it again.  You
               might want to verify precisely how the letters
               will look, and to do so, send the following
               command:

                    GOVERN LETTER.1 SEARCHMY.US /out=TEST.FIL

               This will create a disk copy of the actual
               output.  You can then retrieve, with your word
               processor, TEST.FIL and review it. 

               When your construction looks correct, run the
               program with the printing options that are
               appropriate to your system.  For example, if you
               are using pin feed paper, then send the following
               command:

                         GOVERN LETTER.1 SEARCHMY.US /p

               Or, if you use single sheet paper and need to wait
               between each page to insert new paper, then send
               the following command:

                        GOVERN LETTER.1 SEARCHMY.US /P/W

               If you are printing separate envelopes, then after
               you have finished with the letters, send the
               following command:

                       GOVERN ENVELOPE.1 SEARCHMY.US /P/W

               There are, of course, ways to print the letter and
               the envelope contiguously; and there are various
               permutations on these basic routines which have
               been presented above.  Most of them, you can
               derive by yourself according to your individual
               needs.  And many of them will be discussed in the
               following material. 

               These basic instructions should be sufficient for
               many people to use the program effectively.  If
               you desire more details, read the section in the
               manual which is entitled: EXPANDED EXPLANATION OF
               GOVERN.

          US, payment of $28 is required.  That includes the cost of
          materials, mailing, and processing.  We also produce a
          database for the California State Government (i.e. GOVERN -
          CA), the fee for which is $28 for non-registered individuals
          and $16.00 for those who are registerd.  Because The
          Foundation is a 501(c)3, tax-exempt entity, payment may be
          treated as a contribution and deducted as such from taxable
          income.  For registered users, subsequent revisions of the
          program and the databases are 50% of the current list

                                   BACKGROUND





          GOVERN - U.S. (aka GOVERN) is produced by the Foundation for
          Infinite Survival, Inc. and is distributed as shareware.  The
          Foundation is private, tax-exempt, non-partisan and non-sectarian
          organization, established in 1972. We use the idea of infinite
          survival as a general philosophy; and the enhancement of
          democratic institutions is one of the applications in which we
          are interested.  We are self-supporting, deriving our income from
          fees-for-services and individual contributions.

          We encourage you to distribute as many copies as you desire and
          to obtain a current, registered copy.  Contributions for
          registered copies are used to support the maintenance and
          enhancement of the program.  GOVERN is designed and written by
          John Givens and C.A. Everone, Im., Ph.D.

          To attempt to discuss the major issues in current political
          affairs and the future prospects of government would require an
          extended discussion which is beyond the scope or intent of this
          document.  Let it suffice to state simply that the United States
          (and virtually every other nation) is facing major social,
          economic, ecological, and historical challenges, the solutions to
          which will involve, in large measure, the political process.  And
          in the most basic of terms, for you to successfully adapt to and
          take advantage of the changes will require your active and
          on-going participation in politics.  Representative/democratic
          forms of government depend on good communication between those
          who are being represented and those who are doing the
          representation.  As our society becomes increasingly more
          technological, complex, diversified, and integrated with the rest
          of the world, government will play an increasingly important role
          in your daily life and the securing of your long-range future.
          To help insure that you and your interests are part of the
          process and not left behind, you will have to remain informed and
          involved, the most basic form of which is to routinely express
          your opinions and ideas on current affairs to your elected and
          appointed representatives.  GOVERN facilitates that type of
          communication, and we believe that this program should be

          considered a standard utility in one's correspondence software.

          People who use GOVERN and who understand how to use their
          computer in communicating are in a unique position to have a
          major impact on current events and governmental policy.  The idea
          is to make government and politics a regular part of your social
          affairs.  Apart from it being important, the process can be fun,
          entertaining, and educational.  Re-read the Constitution (a copy
          is included in the Expanded Version of GOVERN). Periodically,
          attend your local city counsel meeting; and if you can, visit
          your state legislature and vacation in Washington D.C. Most
          people now have access to a tremendous amount of good information
          from such sources as: National Public Radio (NPR); Public
          Broadcasting System's radio and television network (PBS); Cable
          News Network (CNN); certain programs on ABC, NBC, and CBS; and
          the newspapers and journals.  In particular, The MacNeil/Lehrer
          New Report and the general programming on C-Span are excellent
          media for knowing the people involved in politics and the current
          issues.  When you see or hear an issue that interests you, jot
          down the names of people and your ideas on the issues.  Then, go
          to your computer, construct your thoughts into a short letter,
          and send it off to your representatives.  Believe it or not, it
          actually counts to some degree; and on big issues, individual
          correspondence can have a major impact on policy.

          Most people have a considerable amount of resistance against
          corresponding to governmental representatives; however, routinely
          writing to your representatives is mostly a matter of behaviour
          formation and over-coming inertia.  Once you become accustomed to
          doing it, it becomes fairly easy and does not take much time.  In
          the section entitled CORRESPONDENCE PROTOCOL, we provide some
          suggestions on how to write effective letters.

                                    Chapter 4

                        AN EXPANDED EXPLANATION OF GOVERN





          Usually, the information in the previous Summary Chapter is
          sufficient to begin using the program; and those procedures will
          cover most situations.  If, however, you want further details,
          the following is a more extended discussion of the procedures for
          operating the GOVERN program.  Necessarily, there will be some
          repetition of what has already been said in the Summary section.

          This Basic Version of GOVERN and the information in this
          instruction manual is intended for the usual situations in
          corresponding to your governmental representatives.  The Enhanced
          Version of GOVERN includes, in addition to its expanded database,
          more sophisticated routines for searching, sorting, and
          organizing the database and your correspondence files; however,
          those procedures are NOT explained here.





          4.1 Set-up and Basic Elements of GOVERN




          First, make a working copy of the GOVERN files.  Write-protect
          your master, and store it in a safe place.  If you give copies to
          other people, make them from your master.  You may use GOVERN
          directly from your floppy disk.  If using a hard disk, you will
          want to make a separate directory for the files and your
          individual correspondences.  We suggest naming the directory
          GOVERN.

          To operate the program, you must have four essential files on you
          disk: the GOVERN.EXE and US.DB plus a LETTER.FIL and a
          SEARCH.FIL. What you name the LETTER.FIL and the SEARCH.FIL is
          arbitrary, and you will want to construct different names that
          fit particular correspondences.  We suggest that you keep, as is,

          the LETTER.FIL and the SEARCH.FIL which we have provided with the
          program, using them as reference templates for your other
          correspondences.

          To observe the proper command syntax for the program, log-on to
          the directory which contains the GOVERN files, and send the
          following command:

          A complete explanation of the program syntax will be displayed.

          To observe how the program works, send the following command:

                          GOVERN LETTER.FIL SEARCH.FIL



          To use GOVERN for your own correspondence, first construct your
          letter in a "finished" format, inserting at the appropriate
          locations the "tagnames" which the program uses to selectively
          retrieve, from the database, the desired elements of a record.
          For an example of how to construct a letter and envelope with
          "tagnames", see the example which we provide by using the
          following command: TYPE LETTER.FIL. After writing your letter,
          construct a SEARCH.FIL which identifies the particular
          representatives to whom you are sending your letter.  Use the
          INDEX OF REPRESENTATIVES, in this manual, to find the ID Codes of
          the individuals whom you want.  We have provided a file called
          SEARCH.FIL as an example, which you may use also as a template.
          Note that the first line of the SEARCH.FIL must be:

                              .pick. US.DB IDCode.



          This simply tells the program to "pick", from the "US.DB", the
          representatives whose "IDCodes" match the ones in this file.
          Once you have constructed your "letter.fil" and your
          "search.fil", you are ready to run the program.  Again, to obtain
          the proper syntax of the command statement, simply send the
          command GOVERN; and a complete explanation will be displayed.

          In the following sections, those procedures are explained in
          greater detail.

          4.2 LETTER.FIL - making the letter and envelope




          On the program disk, the file called LETTER.FIL is an example of
          and can be used as a template for the letter which you will write
          and for your envelope, if you decide to use a typed envelope

          THE TEXT OF YOUR LETTER ....

          Construct your letter with your own word processor, making a
          "finished or literal" file, which means that all of the formating
          commands are removed and the file is literally the way you want
          it to look.  While writing your letter, insert, at the
          appropriate places, the "tagnames" which the GOVERN program uses
          to retrieve the selected portions from the US.DB. The US.DB
          contains the records on the representatives.  Each record in the
          US.DB is segmented into relevant parameters or fields which are
          called "tagnames" and which are the following:

          

               <Organization> refers to the branch of government
               to which the individual belongs; i.e., House of
               Representatives, Senate, the Executive Offices, or
               the Supreme Court.

               <IDCode> refers to the identification code which
               is assigned to each individual and which is most
               used to retrieve the records.  This tagname is not
               used in the letter but is used in the SEARCH.FIL,
               as explained below. 

               <LastName> refers to the last name of the
               representative.  Junior and other degrees are
               usually not included. 

               <FirstName> refers to the first name of the
               representative.  Middle initials are treated as
               part of the first name. 

               <Title> refers to the title of the representative;
               i.e.  Representative, Senator, President, General,
               Secretary, Chief Justice, etc. 

               <Salutation> is a standardized, generic
               salutation.  It automatically includes the preface
               "Dear", the <Title>, the <LastName> and a ":"
               (i.e., Dear <Title> <LastName>:). If you do not
               want that construction, make your own by using the
               desired tagnames (e.g., <Title> <FirstName>
               <LastName>:).

               <Street> refers to the building and street address
               of the representative.  Only Washington, D.C.
               locations are in the US.DB.

               <CityState> refers to Washington, D.C.

               <ZipCode> refers to the Zip Code of the mailing
               address. 

               <Telephone> is the phone number of the office in
               Washington, D.C.

               <Party> refers to the political party of the
               representative.  Most of the Executive offices and
               all of the Judiciary do not have a designated
               political party.




          The "tagnames" must be used with these types of brackets <>. The
          tagnames may be spelled with upper or lower case, but there
          cannot be any spaces in the word.  They may be placed anywhere in
          your letter; but where they are placed is exactly where the
          information will be incorporated into your letter.  Again, see

          the LETTER.FIL, which is provided with the programs as an example
          and template.

          To make an envelope you have several options.  First, the most
          convenient and efficient way is to use a window envelope, in
          which case you simply have to indent the address in your letter
          to match the position of the window of the envelope.  Then you
          can use a pin-feed printer and not pause for the insertion of
          single sheets of paper.  If you desire to use an individually
          typed envelope, then you have two options: 1 - you may construct
          the envelope as the first or last page of your letter, in which
          case, you will print the letters and their envelopes
          sequentially; or 2 - you may construct a separate file for the
          envelopes, in which case, after printing all of your letters, you
          will recall the GOVERN program and specify something like the
          following command: GOVERN ENVELOPE.FIL SEARCH.FIL. In making an
          envelope file you will have to place the appropriate <tagnames>
          in the position where you want them printed.  Below is an example
          and/or template of an ENVELOPE.FIL

          4.3 MAKING A SEARCH FILE




          SEARCH.FIL is the file which you create to retrieve the specific
          representatives that you desire to be inserted as addressees into
          your LETTER.FIL.  You create the SEARCH.FIL with your own word
          processor.  It must always begin with a statement which tells the
          GOVERN program to "pick" from the database file (i.e., US.DB),
          searching a particular field (e.g. IDCode, State, Party, etc,)
          the records which have been specified.  See the following
          examples below.

          EXAMPLE 1 - Using the <IDCode> tagname.  Usually, you will use
          the IDCode as your search field, and your SEARCH.FIL will look
          like this:

          EXAMPLE 2 - Using the <Party> search field.  If you wished to
          retrieve records by political party, your SEARCH.FIL would look
          like this:

          retrieve records by state, your SEARCH.FIL would look like this:

           EXAMPLE 4 - Using the <LastName> search field.  If you
          wished to retrieve records by specific last names, your
          SEARCH.FIL would look like this:

          EXAMPLE 5 - Using a "wildcard" notation (*).  In the SEARCH.FIL,
          you may use the standard "wildcard" command to truncate the
          spelling of a record, which would look like this:


               .pick. US.DB State
               Calif*


          That would retrieve all representatives from California.

          EXAMPLE 6 - Using the <Organization> search field.  To retrieve
          records by organizational name, your SEARCH.FIL would look like
          this:


               .pick. US.DB Organization
               *Trust*
               *Trade*

          
          That would retrieve all entities in the Executive Branch which
          has in their title name the terms "Trust" and "Trade".  In the
          Expanded Version, the Congressional Committees would also be
          retrieved.  Note that the key word is bracketted by the wildcard
          symbol, "*".  To retrieve from the Organizational field, this
          bracketting is required.

          4.4 CONVERTING YOUR LETTER.FIL AND SEARCH.FIL TO ASCII CODE



          GOVERN, in order to operate, must have both the LETTER.FIL and
          the SEARCH.FIL coded in ASCII.  Many word processors use other
          coding, and thus, the files which you make in them must be
          converted to ASCII.  All of the word processors will have a
          routine for doing such a conversion, and reference is made to
          your particular manual for those special procedures.  If, after
          converting your word processor files to ASCII files, they still
          cause the GOVERN program to malfunction, run those files through
          our utility program called NICE.EXE.  This should strip non-ASCII
          characters and, hopefully, clean-up the file and make it "nice".
          The following are the procedures:

          4.5 EXECUTING THE PROGRAM



          GOVERN is the command which executes the GOVERN.EXE program to go
          and retrieve from the US.DB the records which you have selected
          in the SEARCH.FIL, integrating them into your LETTER.FIL for
          printing.  To see the syntax of the GOVERN command, simply type
          GOVERN, and the program will display the following menu:


          THE CORRECT USAGE IS:
          govern <letter-file> <search-file> <options>
          ............................................................
          <letter-file>    = the file name of your letter template.
          <search-file>    = the file of your list of addressees.
          <options>        = one or more of the options below.
          /Print           = sends the letters to your printer.
          /Wait            = pauses between each page.
          /Out=<filename>  = sends the letters to a disk file.
          /ff              = form feed if required by your printer.

          The expanded command syntax is the following:

                    GOVERN  LETTER.FIL  SEARCH.FIL <options>



          in which the <options> command is one or more of the following
          printing options:


              /print           sends the letters to the printer.

              /wait            causes the processing to wait after each page
                               for viewing on the display or for single sheet
                               feeding if the print (/p) is invoked.

              /out=filename    sends the letters to a disk file.  You may send
                               it to any disk and give the file any name.



              The printer options may be combined.  For example:

              /print /wait               prints a letter and then waits for
                                         single sheet feeding.

              /print /wait /out c:file   would print the letters, wait for
                                         single sheet feeding, and also send a
                                         copy to a disk file on drive c.





          4.6 Potential Errors




          The program has error messaging which should explain most
          situations.  Common problems are: misspelling the <tagnames> in
          the LETTER.FIL, not including the initial command statement in
          the SEARCH.FIL, and other minor oversights.  As explained
          previously, both the LETTER.FIL and the SEARCH.FIL must be in an
          ASCII format; and if your word processor does not code in ASCII,
          then you must use your ASCII conversion routines and, perhaps
          also, clean those ASCII files with our NICE.EXE utility program.

          4.7 Aborting the Program




          If you desire to abort the program at any point in printing or
          other procedures, simply hit the standard Ctrl-Break or Ctrl-C.





          4.8 CORRESPONDENCE PROTOCOL




          There are no fixed, formal protocols for writing to governmental
          representatives.  The basic rule is to keep it short and to your
          specific point.  If you are expressing your opinion on a current
          issue, then, generally, you should confine the letter to one
          page.  Your first statement might be something like the
          following:


                REGARDING THE U.S. FLAGGING OF OIL TANKERS IN THE PERSIAN
                GULF, I BELIEVE THAT THE WAR POWERS ACT SHOULD (NOT) BE
                INVOKED.



          In many instances, a brief statement such as that may be all that
          is warranted.  Or, in the subsequent paragraph, you might
          elaborate on why you hold your particular opinion.  Also, it is a
          good idea to ask the representative what his or her position is
          on this matter.  If you do not receive a response, then that may
          tell you something about that particular representative's
          responsiveness to one's constituency; and you may want to write
          again.  If you receive a response, and the representative's
          position is different from yours, that may warrant a rebuttal on
          your part.  Sometimes it is a good idea to submit Xerox copies of
          supporting articles and other information.  If you belong to an
          association or group which holds the same opinion, it is
          worthwhile to mention the name of the group, being that political
          representatives tend to respond better to blocks of votes.  If
          you have contributed money to the representative's election, then
          it might be appropriate to mention that you have taken an active

          part in the person's campaign.

          In addition to expressing your opinion on current events, there
          are many other reasons for corresponding with representatives:
          asking for information on specific topics in which the government
          is involved; asking for help in resolving problems with agencies;
          asking when representatives will be giving public lectures in
          your area; informing them of studies and projects which you and
          your associations have done; etc.

          Generally, you will communicate to your personal representatives.
          However, there will be many occasions when you will want to
          communicate with other representatives whom you know are active
          in an area of interest to you.  Specific instructions on how to
          find the particular representatives is given in the section
          entitled INDEX OF REPRESENTATIVES.

          In terms of the salutation to the representative in your letter,
          you may use the <Salutation> tagname, which is complete and which
          was discussed previously.  Or you may design your own.  Some
          people use in the letter:

          However, you should use what is appropriate to you.

          On the envelope, some people use:

                        Honorable <FirstName> <LastName>
                                       or
                         <Title> <FirstName> <LastName>

          in the Federal Government:

               One Representative in the House of Representatives
               who comes from your geographical district in which
               you live;

               Two Senators who represent your state in general;
               and

               Two Executive Officers, the President and the Vice
               President.




          Use the following Index to find your representatives and others
          to whom you may want to communicate.  Your President, Vice
          President, and Senators are obvious.  However, if you do not know
          who is your particular member of the House of Representatives,
          call your local library, and they will know your District number.

          To correspond with us, you may make a a SEARCH.FIL, using the
