This time limit is supposed to be how long a server will allow a workstation to sit idle on a network before it clears it's connection. In past versions of NetWare, the watchdog (this is what this service of the file server checking a workstation's connection for activity is called) has been hard coded. As you can see from the manual, the ability to set a variable watch dog was to be included with 386. However, because of time restraints, this feature was omitted from v3.0 and will subsequently be omitted from v3.1 for the same reason.
