I used a lot of the hints contained in the book "Simcity 2000: Power, 
Politics, and Planning".  For instance: The water treatment plants reduce 
pollution in the city, but do not need to be hooked up to the water grid to 
be effective. Many things, including all educational faucilties, hospitals, 
marinas, stadiums, and ports.
     There is also a "magic eraser" that I have used on some arcos and 
schools. Here's what you do: Select the "trees" tool.  Click on the area you 
want to erase and hold down the button.  Now press and hold shift and rub the 
cursor over the squares. This trick allows things to still function and gives 
you extra land.
