    This city is a warped version of my more tame creation, Gregwood. 
Government Corruption has military bases, nuclear waste dumps, secret 
tunnels, wharehouses, and whatnot. I'm not sure, but I think if you run this
city for a decade or two without touching it, it might go into recession.
