Changes from 1.3.16 to 1.3.17

I cannot answer questions about Linux -- I merely summarize the kernel
patches after reading them. I try to make them useful to everyone,
but kernel hackers should take them with a grain of salt and read the
patches themselves. The patch file is patch-1.3.17.gz
These are from Linus:
- Fixes the glaring problems with unix domain sockets (with plain
1.3.16 your local X sockets can freeze up, and there are
various problems with "syslogd" etc).
- Make /proc/net more modular, and change most of the network
drivers into modules. This is actually the bulk of the
patches (from Matti Aarnio).
