Wasn't this reported ages ago? I can't find anything in the bug report logs, however. genksyms ought to be in /usr/bin, not /sbin; you don't need before you've mounted /usr, and it's perfectly possible that non-administrative users might want to use it e.g. when compiling their own kernel.
