The reason seems to be that ftape must be compiled for the correct kernel version. If you want to install Debian from a floppy tape you have to transfer the development system (gcc, binutils, includes ...) via floppy disks first. I see two paths to solve this. - provide a ftape package for each kernel version. - include ftape into the image package. I'd prefer the second one.
