The non-free and contrib directories on the FTP site do not contain a Packages file. This means that you can't use dselect to install the packages there. A README should be provided saying that the Packages files in these directories not the same as each other, nor as the one in the main distribution, and that a user wanting to install packages from all three areas should go through the full dselect [A]ccess/[U]pdate/[S]elect/[I]install for each area.
