We have some reasons to remove this file, as start-stop-daemon provides a better replacement for the functions in it. For now, I think this is only used with the "." The standard way to upgrade any Debian package is simply to use dpkg --install to install the new version. The old one will be cleaned up automatically. Do not attempt to remove the sysvinit package with dpkg -r. The last from sysvinit does this duty, you don't install it, obviously for reasons, since it is intentionally commented (`#') in the Makefile.
