IMO they should be, in ../source/base-disks or some such. (In fact, this may even be a requirement of the GPL.) This is important as users may need to build their own basedisks with special features. We're not going to run into trouble over the GPL because of that. However, I agree with your concern. I am re-writing the base disks for the ELF switch-over. My box could only boot the boot disks with ether=10,0x300,0,0,eth0 being supplied to LILO; otherwise the boot hangs. Very unpleasant. My old MCC 1.0+ from April 94 work, though. I built a bootdisk at the end of the installation, and yes, the same happens to the newly created bootdisk. That's ok with me, simply using the dist. boot disk with root=/dev/hd and the ether stuff did the job for the couple of boots needed until a new kernel was built and installed using lilo. But a bleeding Debian user with no prior Linux knowledge will be stuck.
