---cloverid flags----

0  Has Info Y/N          Clover ID has an info file
1  private   public      This means they can't see your cloverid.
2  Anonymous Y/N         This means that you can't see their machine/account

---Userid flags---

    0          1
0  Has Info Y/N          Whether the cid relative to the user has an info file 
1  public    private     This means in general one cannot finger the user
2  uncloaked cloaked     This means in general one cannot see the user
3  here      away        This is a voluntary here/away status
4  attentive ignoring    This means in general one cannot send to the user
5  hide_stat see_stat    In general one cannot see user's perms to othe users

---User to User status flags---

  Note that if the flags are specific to that user they will have the bit
16 bits higher set, and if they are inherited it will be not set.  (So if
the user is specifically permitted to finger, then the 0x14 bit will be set)
Currently the 0x10 bit has no meaning.

1  cannot finger the user
2  cannot see the user
3  cannot send to the user (ignored)
4  see the user's status to others

0  has_info Y/N
3  others join
4  others see discussion
5  others see permissions
6  others see members
8  members send
9  members recieve
A  members see members
B  members see permissions
D  members claim anytime
F  members claim gone
