This is the GNU texinfo package, the documentation system of the GNU project. Makeinfo is used to create info-files of the texinfo source files. Info is then used to browse through the tree-structured documents interactively. To create printed manuals, the texinfo.tex macro package is used. You need a TeX implementation for this purpose. I would recommend emTeX for OS/2 which is not only the *only* widely available TeX for OS/2 but also one of the best PC TeX versions at all. Texindex is used to sort the TeX indices.
