OperServ
--------
Because of the way this services are build they do not give IRCoperators
any special privileges.

CSOPs have Founder-Like access to channels and thus have all the powerd needed
 to operate services.

CSOPs may be added/removed by the services admin directly from the mIRC command line:
[ The nick name of the CSOP must be registered with NickServ ]
/Add_CSOP <Nick>
/Remove_CSOP <Nick>

CSOP commands
-------------
Except the regular commands, Services offer CSOPs this set of commands:

/Nickserv GETPW <Nick> 
* Retrive the Nick's password.

/Nickserv SUSPEND <Nick> <Reason>
* This will not allow a user to identify for his nick but not alow overs to register it too.

/Nickserv UnSUSPEND <Nick>
* This removes the Suspend flag.

/Chanserv GETPW <Nick>
* Retrive the Channel's password.

/Operserv GLOBAL <Message>
* This will change the Global-Noticer's message.

/Operserv DOWN
* This will turn services OFF but will not disconnect them.

/Operserv UP
* This will turn services ON after the DOWN command.

Note: Csops have Founder like access thus they can do everything a founder can.
CSOPs can force a channel drop (/Chanserv DROP <#Channel>)
and drop nicknames (Change to the Nick to be droppend then: /Nickserv DROP foo)



Planned:

Currently Operserv is not needed because all services give CSOP
all the tools needed for their operation.

In next versions IRCoperators will have some special tools.
