PURPOSE OF I A R N The primary purpose of I A R N is to organize the amateur radio res- ponse during international emergency communications crisis. The sec- ondary purpose is to promote the utility of amateur radio in all areas including public service, international good will, and education. ORGANIZATION To facilitate quick action and decision making which is necessary dur- ing emergencies, I A R N is intentionally organized without bureau- cratic structure and has a Network Manager who appoints Directors in strategic areas. Each Director has a great deal of autonomy with ratification of actions or final decisions by the Network Manager when necessary. The Network Manager is appointed by the Board of Directors of the IARN Amateur Radio Peace Corps Foundation. Another function of the Network Manager is to charter International Amateur Radio Clubs which operate independently within the terms of the published I A R C Standard International Bylaws. HISTORY OF I A R N The International Amateur Radio Network was born on September 19, 1985 with the devastating earthquake in Mexico City, the largest city in the world. By far, the largest and most efficient traffic operation landed on 14.275 MHz. with K1MAN as Net Control as appointed by XE1HC in Mexico City. In an emergency, the station in the affected area is in basic control according to international radio law. I A R N tried to affiliate with existing organizations after the Mexico City traffic operation and there was no interest..even hostility and denial of any recognition for the unprecedented success on 14.275 MHz. involving hundreds of hams from all around the world. Totally unique about the I A R N operation was third party traffic passed without reservation or third party agreements among most countries of the world. The British took the precedent setting action of sanctioning the third party activities three days into the operation. With no interest from existing amateur radio organizations and with a clear need to establish a permanent international emergency traffic frequency, K1MAN, G4BCP, KD0GU and PU2AJO/W4 formally established the International Amateur Radio Network. K1MAN was selected as Network Manager. An emergency communications handbook was written and membership cards were printed and sent to each major station partic- ipating in the Mexico City operation. The group met on twenty meters each odd Saturday of the month and membership ranks grew steadily. Right after the Mexico City Earthquake was the volcano eruption in Columbia. Again, I A R N was active. Then the 1986 earthquake in El Salvador. There were numerous smaller scale emergency rescue op- erations at sea and medical projects handled by the net including two emergency open heart surgeries for babies from El Salvador. I A R N activated 12 minutes after the 1987 earthquake in Los Angeles at the request of CBS News in New York. During each operation I A R N did what they did best and membership and reputation grew. By the time of the 1988 hurricane Gilbert hitting Jamaica and the 1988 earthquake affecting Soviet Armenia, I A R N was recognized as the major world wide organization which manages multi nation amateur radio emergency. response. AMATEUR INFORMATION BULLETIN SERVICE In between emergencies, I A R N works on and off the air to improve its international amateur communications system. Six 45 minute bulletins are simulcast daily on 3.975 MHz., 14.274 MHz., and 28.475 MHz. at 0745, 1200, 1400, 1800, 2200, and 0100 UTC during our winter schedule; one hour earlier May through October. Each transmission is followed by a possible I A R N coordinated net. We always need NCS stations (Net Control Stations). To become an, NCS let us know at I A R N headquarters. The I A R N bulletins serve to keep radio amateurs informed about their service and provide a forum for discussion. Taped copies of the transmissions are available for your unrestricted use including retransmission. Also produced are amateur related programs for non amateur international broadcast such as the "International Amateur Radio Report" heard every fourth weekend of the month on Radio Canada International's SWL Digest. FORUMS AND CONFERENCES I A R N sponsors the forum "International Amateur Emergency Com- munications" each year at the Dayton, Ohio USA Hamvention held in late April, and the World Emergency Communications Conference held the sec- ond weekend of July in Belgrade Lakes, Maine USA. I A R N members are en- couraged to support and participate in 14.300 nets. TRAINING MATERIALS I A R N produces both printed and C-90 cassette training materials available without charge. Coupled with the training tapes is the I A R N certification program to encourage members to improve their competence in the area of emergency communications and reward them for their achievement. REGIONAL EMERGENCY ADVISORS These appointments are made by the Network Manager and I A R N Dir- ectors. The R E A's are intended to support and complement existing local emergency organizations such as ARES,RACES, RAYNET, WICEN, etc. RAPID DEPLOYMENT JUMP TEAMS Jump teams are organized by the Network Manager, I A R N Directors, and individual International Amateur Radio Clubs. These teams are deployed to affected areas during times of communications emergency. Finally, life membership in I A R N is free. Below is a summary of current availability. MONTHLY NEWSLETTER This newsletter, "The International Amateur Radio Digest" is syndicated in magazines such as Radioscan magazine in the U.S.A., and The Canadian Amateur in Canada. I A R N AMATEUR RADIO PEACE CORPS - APPLICATION The Amateur Radio Peace Corps Foundation is a non profit corporation which organizes the deployment of skilled radio amateurs between different countries of the world and lesser developed or developing nations. When you reach your assigned situation and set up your amateur station/computer system, you then attach to various government/private agencies, schools, etc. and begin to make things happen. Your assignment in sharing your communications, computer, and electronics skills is open ended. You are only limited by your imagination, interests, initiative, and energy. You can still participate in the Amateur Radio Peace Corps from home as part of our International Classroom program. For this, you set up a first class amateur radio station at a local school. The International Classroom connects students from different parts of the world together via amateur radio. Even a short wave listening set in the geography classroom is a good start.
